LAKEWOOD CITY COUNCIL WORKSHOP MINUTES

November 29, 1995

Mayor Harrison called the meeting to order at 6:07 p.m.

The flag salute was led by Mayor Harrison.

Councilmembers Present: 7 - Mayor Bill Harrison; Deputy Mayor Claudia Thomas; Councilmembers Ann Kirk Davis, Colleen Henry, Jose Palmas, Doug Richardson and Sherri Thomas.

Staff Present: City Manager D. Scott Rohlfs; City Attorney Dan Heid; Finance Director Galen Kidd; and City Clerk Alice Bush.

Mayor Harrison announced that the purpose of the workshop was to hear presentations from the Human Resources, Public Safety, Public Works and Capital Projects and Parks and Recreation, Cultural, Social and Public Health Services Transition Teams.

 

Human Resources

Mr. Bill Imholt, presented the Human Resources Transition Team report and recommendations. He discussed the areas of staffing, health, dental, retirement, and employee assistance programs. Discussion ensued on the City=s benefits package.

Public Works and Capital Projects

Mr. Kris Kauffman and Mr. Bill Larkin presented the Public Works and Capital Projects Transition Team report. They recommended that the City develop a Six Year Comprehensive Transportation Plan and a non-motorized transportation plan. They discussed the procurement of grants for eligible Public Works projects; project administration; pavement management and surface water management projects.

Discussion ensued on street maintenance, Public Works issues and surface water management concerns.

The Council recessed at 7:40 p.m. and reconvened at 7:50 p.m.

Mayor Harrison announced that the Public Safety Transition Team report will be rescheduled to another date.

Parks and Recreation, Cultural, Social and Public Health Services

Ms. Sylvia Kauffman and Ms. Rita Happy presented the Parks and Recreation, Cultural, Social and Public Health Services Transition Team report. Ms. Happy reviewed the library recommendations. She indicated that the Transition Team recommended that the City not annex to Pierce County for library services. She indicated that the Team felt the community should have local control and choices for library services. Discussion ensued on library services.

Ms. Happy then presented the cultural resources recommendations for landmarks preservation and cultural activities. Discussion ensued. Ms. Happy discussed the current status on the title transfer of Fort Steilacoom Park from the State to Pierce County. Discussion ensued on the Ft. Steilacoom Park, other parks and open spaces in Lakewood.

Ms. Kauffman then presented the Parks and Recreation Transition Team report. She indicated that Pierce County wants to retain the golf course at Fort Steilacoom Park. She expressed concern about the condition of the remaining parks in Lakewood and that if the City should become responsible for them, that the City have Pierce County bring them up to a satisfactory level.

Ms. Kauffman presented recommendations in the area of social and health services. Ms. Kauffman indicated that the Team discovered there are many organizations and dollars spent in the community in the social and health services arena. She indicated that the Team recommended that the City hire a half-time individual to create a strategic and collaborative planning process with social and health services agencies; facilitate and promote the kinds of services needed in Lakewood; provide an information system; keep an ear toward economic development and serve as a legislative advocacy.
