LAKEWOOD CITY COUNCIL AND CLOVER PARK SCHOOL DISTRICT BOARD MINUTES

Tuesday, October 29, 1996

CALL TO ORDER

The meeting was called to order at 7:05 p.m.

ATTENDANCE

Clover Park School District Boardmembers: 5 - President John Davis; Boardmembers Harry Lang; Carole Jacobs; Lisa Hayden-Taylor and Jim Taylor.

Lakewood Councilmembers Present: 5 - Mayor Bill Harrison; Deputy Mayor Claudia Thomas; Councilmembers Ann Kirk Davis; José Palmas and Sherri Thomas.

PLEDGE OF ALLEGIANCE - COLOR GUARD

The Color Guard posted the Colors and the Pledge of Allegiance was led by President John Davis.

STATE OF THE CITY

Mayor Harrison presented the State of the City Report. He reviewed the steps Council took since incorporation and noted that the preincorporation budget came in under nine percent of proposed expenditures. He then reviewed the City's efforts on code enforcement, building permits, police services, interim comprehensive plan, neighborhood improvement program at McChord Gate area, the six-year transportation improvement program, sidewalk construction, bike lanes, streetlighting, human services collaboration, parks and recreation, fire district and library district annexation, solid waste contract and the appointment of members to the City's Planning Advisory Board and Economic Development Advisory Board. He noted that the 1996 budget was underspent by $1 million. He explained that the Council is currently in the process of reviewing the proposed 1997 budget.

STATE OF THE SCHOOLS

President Davis presented the State of the Schools Report. He reported that there are 13,500 students attending the Clover Park School District of which one-third reside on Ft. Lewis or McChord Air Force Base. He then reviewed the changes that the School District has implemented on the school's curriculum. He also reported on efforts being made in classroom improvements and student achievements.

HUMAN SERVICES COLLABORATION PRESENTATION

Ms Andie Gernon provided a briefing on the human services collaboration efforts on ways to provide human services to Lakewood citizens. She provided some historical background on how the collaboration effort was started. She explained that the effort began in 1990 by a group called "Family Connections" in Oakwood. In 1995, Deputy Mayor Thomas and she took the collaboration effort to the community and created a primary focus group consisting of the City of Lakewood, Clover Park School District and Lakewood Communities and Schools. She indicated that the focus of the collaboration effort is to target service areas such as the McChord Gate area, American Lake Gardens area, school base sites, summer projects and Title I parent involvement. She highlighted that some of those agencies providing these services include Safe Streets, United Way, Tacoma-Pierce County Health Department, Pierce County Human Services and the Greater Pierce County Community Network. She then reviewed the focus areas the special task force was currently studying.

Ms. Gernon reviewed the vision, mission, goals and principles of the collaboration group. She reviewed the successes of the Oakwood Families Service model. Ms. Gernon respectfully requested that both the City Council and the Clover Park School District Board adopt the principles of the human services collaboration effort and begin to take a proactive approach to providing human services. Discussion ensued on the businesses' involvement in the collaboration effort. It was suggested to include agencies that serve the greater Pierce County area which also serve the Lakewood community to become involved in this collaboration effort.

MUTUAL SUPPORT DISCUSSIONS

Parks, Recreation, School Playgrounds and Related Youth Activities.

Mayor Harrison indicated that the City of Lakewood will be taking over eight parks which include Harry Todd Park and North American Lake Park as well as six other neighborhood parks. Mayor Harrison suggested that both the City of Lakewood and the Clover Park School District look at ways that both the City and the School Board might work together jointly on the uses of school playgrounds and City parks. Boardmember Lang indicated that the School Board has been working collaboratively with many agencies for certain services. Discussion ensued on the utilization of Harry Todd Park for youth activities and looking at ways to provide affordable accessibility to that park. Discussion also ensued on how the various parks would be maintained.

Mutual Use Facilities.

Councilmember Thomas commented on the possibilities of providing shared use of the pools at the high schools for the community as well as other mutual use of facilities through collaborative means.

General Philosophy on Community Service and Community Relations.

Councilmember Thomas indicated that while the City and Clover Park School District serve the same people who pay for these services, every time the City and the School District share services the better stewards we become.

Discussion ensued on the possibility of creating a joint newsletter; and a collaboration effort on cable televising the City Council meetings, Board meetings and educational programming.

Joint Public Safety and Social Service Programs.

President Davis indicated that the School District is working with the McChord Gate area neighborhood concerning the educational needs of children from that area. Mayor Harrison added that the citizens in the McChord Gate area are willing and committed to cleaning up their area.

Coordination in Dealing with Challenges and Problems of Youth in Community.

Councilmemeber Thomas complimented the School District for the youth forum that was conducted at Camp Murray. Deputy Mayor Thomas reported that the City is currently recruiting for a youth representative to participate in the City Council meetings concerning youth concerns. She reported that the Youth Task Force from the Human Services Collaboration group will be conducting a forum on Saturday, November 2, 1996, beginning at 7:00 p.m. at the Lakewood Mall. She encouraged everyone to attend the forum.

It was agreed that the School Superintendent and the City Manager of Lakewood would meet to evaluate areas of mutual collaboration efforts on facilities.

PUBLIC COMMENTS

Speaking before the Lakewood City Council and Clover Park School District Board were:

Mr. Fudge, Lakewood resident, thanked the Council and School District Board for their enthusiasm and support. He indicated that he failed to see customer focus in the School District, specifically in the area of the need for an additional teacher at Idlewild Elementary School and the unresponsiveness of School District staff to address the situation. He questioned the need for an extra tier of management staffing levels.

Joe Vlaming, a Lakewood resident, also concurred with Mr. Fudge's comments regarding the management of the School District and the financial situation of the School District. He also commented that the traffic around schools was disconcerting and requested a police presence around these areas.

Anne Marie Battie, a Lakewood resident, Lakewood Rotary Wives Club, spoke about the "Reading is Fundamental" program which will be held at the Lakewood Mall from November 1 through December 20, 1996, at the playground area at noon everyday for children ages 6 through 9. She requested Councilmembers and School District Boardmembers to sign up to read to these children.

Edwin Kendrick, Lakewood resident and business owner, encouraged the Council and the School District Board to continue their collaboration efforts. He emphasized that the success of these programs hinges upon the efforts of the City of Lakewood and the Clover Park School District.
