CITY COUNCIL MEETING MINTUES MARCH 4, 2013

RESOLUTION NO. 2013-02

A RESOLUTION of the City Council of the City of Lakewood, Washington, amending the Six-Year Comprehensive Transportation Improvement Program for 2013 through 2018.

WHEREAS, pursuant to Section 35.77.010 of the Revised Code of Washington, on July 2, 2012, the City of Lakewood enacted Resolution 2012-22, adopting its Six-Year Transportation Improvement Program (2013-2018) (6-Yr. TIP (2013-2018)) as part of a coordinated transportation program; and,

WHEREAS, circumstances have changed and the City has received additional funding sources necessitating amending the 6-Yr. TIP (2013-2018); and,

WHEREAS, public comments were received at the public hearing held on March 4, 2013; and,

WHEREAS, after considering all of the information presented, the City Council finds that prioritized road and street capital improvement projects are essential to proper planning and the improvement of transportation within the City, and that planning as provided under the RCW is necessary to obtain available state and federal funding.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON HEREBY RESOLVES, as follows:

Section 1. That the Six-Year Comprehensive Transportation Improvement Program for  2013 through 2018, adopted by Resolution 2012-22 is amended, to fund the following projects and that the City Council authorizes the City Manager or designee to use the same in applications for grant funding for transportation related projects, and further authorizes the City Manager or designee to apply for and enter into agreements for such grants based thereon:

3.15 Citywide Safety Improvements

Provide safety upgrades to an additional 44 existing signalized intersections by improving signal head visibility (larger displays, signal head backplates, etc.) and adding flashing yellow arrow operations where appropriate.

3.18 Custer / John Dower Signal

Replace existing traffic signal to current standards and thereby improve signal head visibility.

Section 2. That the Six-Year Comprehensive Transportation Improvement Program for  2013 through 2018, adopted by Resolution 2012-22 is amended, to postpone the following projects out of the first two years of the Program based thereon:

Replace aging traffic signal infrastructure.

Remove project from FY2013-2014 (other funded projects accomplishing current infrastructure upgrade needs).

Provide new traffic signal for new development.

Postpone project to FY2015-2016 (development project requiring this signal has been postponed).
