STUDY SESSION MINUTES

CALL TO ORDER

Mayor Richardson called the meeting to order at 7:00 p.m.

ROLL CALL

Councilmembers Present:  6 – Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Mary Moss, Mike Brandstetter, Jason Whalen, and Paul Bocchi.

Councilmembers Excused: 1 – Councilmember Marie Barth was excused.

Planning Advisory Board Members Present: 4 – Donne Daniels, Chair, Jeff Brown, Douglas Babbit and Jim Taylor.

Planning Advisory Board Members Excused: 4 – Bob Zawilski, Vice Chair, Connie Coleman-Lacadie and Paul Calta.

ITEMS FOR DISCUSSION:

Joint meeting with the Planning Advisory Board.

The committee reported on accomplishments for the year and plans going forward.  Staff was recognized for being helpful to the work of the committee.  Discussion followed.

Speaking before the council was:

Dennis Haugen, Lakewood resident, expressed concern about economic development.

Councilmember Whalen commented on the need for a vision for the Towne Center.  Discussion followed.

Review of the Community Development Block Grant and HOME funding proposal.

Assistant City Manager David Bugher and Program Grants Coordinator Jeff Gumm reviewed the funding proposals for Community Development Block Grant (CBDG) and HOME programs. Discussion followed.

Speaking before the Council was:

Dennis Haugen, Lakewood resident, spoke about bus tickets for jobs.

Review of the Pierce County Countywide Regional Council amendments.

Senior Planner Deborah Johnson reviewed the amendments to the Pierce County Countywide Planning Policies amendments. Discussion followed with particular attention to timing and process issues.

Speaking before the Council was:

Dennis Haugen, Lakewood resident, commented on affordability and job stability.

BRIEFING BY THE CITY MANAGER

City Manager Neiditz reported that the City met with the Puget Sound Clean Air Agency and the resulting Community Safety Resource Team (CSRT) action on non-compliance with burn bans as needed, not to include enforcement.

He also reported that the Community Safety Resource Team (CSRT) is sponsoring a community building workshop on May 17, 2012.

ITEMS TENTATIVELY SCHEDULED FOR THE May 21, 2012 REGULAR CITY COUNCIL MEETING:

1.         Review of the Pierce County Countywide Regional Council amendments.

2.         Update on 4/2 Stryker Brigade.

3.        Proclamation declaring the week of May 20 through 26, 2012 as National Public Works Week.

4.         Recognizing Clover Park School District seniors for academic distinction.

5.         Authorizing the abatement of a dangerous building and public nuisance at 15004 Grant Avenue SW.

6.         Appointing individuals to serve on the Lakewood’s Promise Advisory Board.

7.          Amending Chapter 10.28 of the Lakewood Municipal Code relative to releasing impounded vehicles prior to expiration of the impound period. 

8.          Authorizing the execution of an interlocal agreement with the Puget Sound Clean Air Agency relative to enforcement of burn ban

CITY COUNCIL COMMENTS

Councilmember Whalen asked about the cost of the beam work at City Hall. He also about the video status of the “Day in America.”

Deputy Mayor Anderson reported that the Washington to Washington OEA was very complimentary of Lakewood’s efforts to work with the military.

Executive Session

Mayor Richardson announced that Council will recess into Executive Session for approximately 15 minutes to discuss performance of a public official.

Council recessed into Executive Session at 9:30 p.m. and reconvened at 9:45 p.m.

At 9:45 p.m. Mayor Richardson announced that Executive Session will be extended for approximately 5 minutes.

Council reconvened at 9:50 p.m.

ADJOURNMENT

There being no further business, the meeting adjourned at 9:50 p.m.
