CALL TO ORDER

Mayor Richardson called the meeting to order at 7:02 p.m.

ROLL CALL

Councilmembers Present:  6 – Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Mary Moss, Mike Brandstetter, Jason Whalen, and Claudia Thomas.

Councilmember Excused:  1 – Councilmember Walter Neary

Arts Commission Present: 7 – Chairperson Shirley Petersen; Members Marie Barth, Chris Colyar, Kathy Flores, Retha Hayward, Barbara Vest and Phillip Raschke.

Guest:  Katrina Redding

ITEMS FOR DISCUSSION:

Joint meeting with the Lakewood Arts Commission 

Arts Commission Chair Shirley Petersen reviewed the significant accomplishments of the Arts Commission and presented a slide show of their activities.  She then reviewed next year’s 2011-2012 goals for promoting the visual, performing and literary arts, encouraging the creative contribution of local artists and creating a City public art policy.  

Discussion ensued on reader board signage; increasing attendance at the Martin Luther King (MLK) event;  developing an attractive website in promoting events and tourism; exploring reader boards at City gateways;  exploring a privately funded sign with the City; selling the MLK event as an entertainment event; developing cooperative partnerships with the educational community;  seeking private funding for art; providing for electricity at the north gateway entry; creating an art foundation; and developing a policy for an arts program. 

BRIEFING BY THE CITY MANAGER

City Manager Neiditz announced that the September 19, 2011 Council meeting is cancelled.  He indicated that in follow-up to the Council’s June retreat, a strategic planning meeting is being scheduled.

City Manager Neiditz indicated that emergency management continues to be a high priority of the CSRT program.  He noted that a grant was received by West Pierce Fire to hire an emergency management coordinator who will be partnering with Lakewood.       

City Manager Neiditz announced that the Marcus Walker Way street sign to commemorate Marcus Walker will be sited next month.

He indicated that he was asked to find an appropriate feature to recognize Dave Sclair for his contributions in Lakewood. 

He reported that the Life guard program ended on Labor Day weekend; and in light of the extended summer weather, the program could be extended for a longer period of time in future years.

He then reported that in response to a BCRA offer, Pierce County Library is interested in doing a master planning process with the City.

He then provided an update on the theatre project.

Lastly, he announced that Communications Director Jeff Brewster has received orders that he will be deployed overseas for 11 months starting the end of this month.  Mr. Mike Savage will be Acting Communications Director for the next 11 months.  

ITEMS TENTATIVELY SCHEDULED FOR THE SEPTEMBER 12, 2011 REGULAR CITY COUNCIL MEETING:

1.         Presentation of 2011-2012 Stormwater Pollution Prevention and Water Conservation Calendar. – Park Lodge Elementary School

2.         Port of Tacoma update. – Ms. Connie Bacon, Commissioner, Port of Tacoma

CITY COUNCIL COMMENTS

Councilmember Brandstetter asked about the traffic circulation pattern in Tillicum and requested that the Council be briefed on ways to prohibit the cut-through traffic pattern. 

Councilmember Whalen asked if the landlords will be involved in the strategic brainstorming session of the theatre project.

Councilmember Thomas reported that there is a drug house across the street from the Harrison Preparatory School that involved a shooting and drug trafficking and asked if Police could look into this.  Councilmember Thomas thanked those who supported her sorority funding event.  

Councilmember Whalen commented on the Lakewood Salutes event over the weekend.  He also commented on the 911 event on Sunday.

Councilmember Moss commented on the 911 celebration at the Fire Department and the military march support event. 

The Council asked how does the City communicate to the public on the citizen’s comments received by the Community Development Department about the right of way permit application for Camp Murray gate relocation.  Council requested that the Notice asking for public comment be posted on the City’s website.

Executive Session

Mayor Richardson announced that Council will recess into Executive Session for approximately 30 minutes to discuss property acquisition.

Council recessed into Executive Session at 9:00 p.m. and reconvened at 9:30 p.m.

At 9:30 p.m. Mayor Richardson announced that Executive Session will be extended for approximately 10 minutes.

Council reconvened at 9:40 p.m. 

ADJOURNMENT

There being no further business, the meeting adjourned at 9:40 p.m.
