CALL TO ORDER
Mayor Richardson called the meeting to order at 7:03 p.m.

Councilmembers Present: 7 – Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Mary Moss, Mike Brandstetter, Jason Whalen, Walter Neary and Claudia Thomas.

Mayor Richardson deviated from the agenda to consider the FY 2011 Consolidated Plan policies at this time.

Review of the FY2011 Consolidated Plan policies on the proposed use of Community Development Block Grant (CDBG) and HOME Partnership Act Program (HOME) funds.
Program Grants Coordinator Jeff Gumm provided background information on the purpose for developing policies for the upcoming FY 2011 CDBG and HOME program. He then called on CDBG Citizens Advisory Board Chair Michael Lacadie who provided the Board’s recommendations on the policies and priorities for FY 2011 proposed use of CDBG and HOME funds as follows: Priority 1 – Economic Development, Priority 2 – Public Service; Priority 3 - Physical Improvements and Priority 4 – Housing.
Discussion ensued on the CDBG Citizens Advisory Board’s understanding of what economic development would consist of; what public service programs have been funded with CDBG; and is the Colonial Center eligible for CDBG funding.

Review of municipal revenue sources.
Assistant City Manager Halladay provided an overview of municipal revenue sources including property tax, retail sales and use tax, business and occupation tax, utility taxes and franchise agreements, real estate excise tax, hotel-motel lodging tax, gambling tax, admissions tax, liquor profits and taxes, motor vehicle fuel tax, fines and fees, special districts and additional tax options.
Discussion ensued about taxes on cell towers; how taxes are tracked for streamlined sales tax; how is the process handled for billing property owners for Local Improvement Districts; clarification on the Real Estate Excise Taxes; what are other municipalities considering to do to generate additional revenues; what was the history of setting a 11 percent tax for gambling.

Speaking before the Council was:
Ken Severe, Lakewood resident, spoke about the proposed liquor tax initiatives. He then spoke about the Revised Code of Washington on utility taxes based on gross or on kilowatt usage and that low income residents can get rebates.
BRIEFING BY THE CITY MANAGER
City Manager Neiditz reviewed the five budget workshops calendar schedule and noted that the October 6 and 13, 2010 budget workshops are on Wednesday starting at 7:00 p.m.
City Manager Neiditz commented on the Camp Murray gate issue noting that several meetings have been held with Camp Murray staff and that the engineers are eager to work toward meeting mitigation measures and will be looking at the Grant Avenue alternative. He clarified that the authority to issue right-of-way permits is under the authority of the Public Works Director and not the City Council and that the Council will be kept informed of the permits issued.
ITEMS TENTATIVELY SCHEDULED FOR THE OCTOBER 4, 2010 REGULAR CITY COUNCIL MEETING:
- Presentation on the 4-2 Stryker Brigade Combat Team historic deployment to Iraq. – Colonel John Norris, Commander, 4-2 Stryker Brigade Combat Team
- 2011-2012 Biennial Budget presentation.
- Setting Monday, November 1, 2010, at approximately 7:00 p.m., as the date for a public hearing by the City Council on the preliminary 2011-2012 Biennial Budget and 2011 mill levy rate. - (Motion – Consent Agenda)

- This is the date set for a public hearing by the City Council to vacate a portion of right-of-way located at 11924 Pacific Highway SW.
- Appointing individuals to serve on the Lakewood Arts Commission through October 15, 2013. - (Motion – Regular Agenda)
- Appointing an individual to serve on the Community Development Block Grant Citizens Advisory Board through September 20, 2013. – (Motion – Regular Agenda)
- Vacating a portion of right-of-way located at 11924 Pacific Highway SW. – (Resolution – Regular Agenda)
- Adopting the FY2011 Consolidated Plan policies on the proposed use of Community Development Block Grant (CDBG) and HOME Partnership Act Program (HOME) funds. – (Resolution – Regular Agenda)
CITY COUNCIL COMMENTS
Councilmember Thomas announced that Lakewood was awarded 100 best communities serving youth by America’s Promise for the fourth time.
Councilmember Whalen asked for a memo on the process for forming a Local Improvement District and how property owners are assessed
Councilmember Brandstetter asked if all of the 15 Arts Commission positions have been filled. He announced that TACID will be holding a breakfast on October 13, 2010 to introduce their new Executive Director.
Deputy Mayor Anderson asked if a Councilmember could attend the Clover Park School District (CPSD) Board meeting on his behalf on October 11, 2010.
Deputy Mayor Anderson commented on the Guns and Hoses event between the Lakewood Police Department and the Lakewood Fire Department.
Mayor Richardson commented on a meeting he had with the CPSD Superintendent and President to discuss how the City and CPSD can better interact. It was determined that both the CPSD Board and Council reports would remain on the respective agendas for a potential briefing.
Mayor Richardson commented on the Forza Police memorial site and that Forza asked if they could fly a City of Lakewood flag at the memorial site. City Manager Neiditz indicated that a City flag would be provided.
Mayor Richardson asked if any Councilmember attended the Lakewood Towne Center event over the weekend. Councilmember Brandstetter noted that the event seemed well attended.
