CALL TO ORDER
Mayor Richardson called the meeting to order at 7:09 p.m.
ROLL CALL
Councilmembers Present: 6 ? Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Mary Moss, Mike Brandstetter, Jason Whalen, and Walter Neary.
Councilmember Excused: 1 ? Councilmember Thomas.
ITEMS FOR DISCUSSION:
Review of the Shoreline Master Program Public Participation Plan.
Assistant City Manager Bugher provided background information about the process for developing the Shoreline Master Program Plan. He then reviewed the schedule for completion based upon the experience of the Washington State Department of Ecology. He noted that completion of the Plan is scheduled for June 2012. He indicated that the Council may want to consider the matter about street ends as a separate component from the Shoreline Plan.
Senior Planner Amrine then reviewed the proposed Shoreline Master Program Public Participation Plan as recommended by the Planning Advisory Board.
Discussion ensued on the use of focus groups and how will City Committees (i.e. Parks and Recreation Board) be able to provide input; how will input from neighboring jurisdictions with common shorelines such as Chambers Creek be integrated with the City?s plan; will notification be provided to residents that may be more than 200 feet from the affected shoreline if the closest property was greater than 200 feet from the shoreline; Lakewood being responsible for the shoreline planning on the south side of Chambers Creek and University Place being responsible for the north side of Chambers Creek; what is the definition of reaching the ?underprivileged and hard to reach? residents; why was Gravelly Lake Drive, Steilacoom Lake and Waughop Lake grouped together; and whether the focus group meetings will be facilitated by the consultants.

Speaking before the Council was:
Dennis Haugen, Lakewood resident, spoke about regulations that drive the costs and people out of Lakewood, and the hostility toward the upper class. He spoke about providing lake access to everyone and that Washington is in a state of quarantine for incoming investments.
Review the extension of the interim zoning controls for eating and drinking establishments greater than 10,000 square feet for an additional six months.
Assistant City Manager Bugher distributed copies of an email from Mr. Josh McDonald relative to the proposed square foot limitations for eating and drinking establishments.
Assistant City Manager Bugher reviewed four options for the Council to consider relative to the interim zoning controls.
Discussion ensued on the number of inquiries (one) interested in locating in Lakewood that was over 10,000 square feet.

Further discussion ensued about amortization options and the City of Edmonds case; and how can the risks be reduced when some of the options are unenforceable.
Review of the Municipal Code amendments relative to gender equity in community athletic programs in accordance with State law.
Parks and Recreation Director Dodsworth reviewed the proposed park code changes including gender equity in a balanced distribution of facilities and services, changes on infraction fees; updates on liability insurance; and alcohol in the parks.
Discussion ensued on clarifying the gender equity language about third parties being prohibited from discriminating on the basis of gender; why the liability insurance requirement is being increased to $1,000,000; and what is difference in premium costs from $500,000 to $1,000,000.

Tom Slee, Lakewood resident, Tacoma Athletic Commission, offered the services of the Tacoma Athletic Commission.
BRIEFING BY THE CITY MANAGER
City Manager Neiditz requested an Executive Session to discuss an appointed public official.
ITEMS TENTATIVELY SCHEDULED FOR THE JANUARY 19, 2010 REGULAR CITY COUNCIL MEETING:
1. Proclamation declaring January 2010 as School Board Appreciation Month.
2. This is the date set for a public hearing by the City Council to extend the interim zoning controls for eating and drinking establishments greater than 10,000 square feet of interior space within the neighborhood commercial and central business zoning districts for an additional six months.

CITY COUNCIL COMMENTS
Councilmember Brandstetter thanked the Council for accommodating his request to adjourn the Saturday, January 9, 2010 Council retreat a little early so he could attend the Korean event at the McGavick Center.
Councilmember Brandstetter spoke about the well attended Korean event.
Councilmember Whalen commented about the Korean Day celebration at the McGavick Center.

Mayor Richardson indicated that Councilmember Thomas asked to be excused from tonight?s Council meeting. On behalf of Councilmember Thomas, he announced that Pierce Transit will be auctioning 64 vans on February 6, 2010.
Mayor Richardson asked if Councilmembers were interested in participating in the Lakewood Chamber of Commerce Chili Cook-off on February 4, 2010.

Mayor Richardson announced that Council will recess into Executive Session for approximately five minutes to discuss the performance of a public official.

Council recessed into Executive Session at 8:25 p.m. and reconvened at 8:30p.m.
