ORDINANCE NO. 499
AN ORDINANCE of the City Council of the City of Lakewood, Washington, amending Ordinance No. 480, the 2009 Budget Ordinance, originally adopted on December 1, 2008 and amended by Ordinance No. 491 on May 4, 2009.
WHEREAS, pursuant to RCW 35, the City of Lakewood has created an annual budget with the most recent budget having commenced on January 1, 2009; and,
WHEREAS, the City of Lakewood has applied for and received a number of grants to enhance its activities for the benefit of the citizens; and,
WHEREAS, the City of Lakewood has changed certain operations in its Police Department; and,
WHEREAS, the City of Lakewood wishes to clarify its accounting by the creation of new funds to classify specific revenues and expenditures, it is appropriate at this time for the City Council to consider adjustments to the budget adopted for fiscal year 2009 to reflect adjustments necessary to accurately reflect revenues and expenditures for 2009.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON DO ORDAIN as follows:
Section 1. New Funds Established
A There is hereby established a fund to be known as the Police Grant Fund (Special Revenue Fund #193) that shall be used for the purposes of expenditures and revenues related to Police Department grants received from the Federal Government?s American Recovery and Reinvestment Act of 2009.
B. There is hereby established a fund to be known as the Local Law Enforcement Fund (Special Revenue Fund #195) that shall be used for the purposes of expenditures and revenues related to Police Department grants and local revenues received from sources not related to the Federal Government?s American Recovery and Reinvestment Act of 2009.
Section 2. Summary of Revenues and Appropriations
The adjusted 2009 total appropriations for all funds is $94,466,817. The adjusted total revenues for all funds are $94,466,817. The distribution of revenues and appropriations per fund is:

Section 3. Temporary Positions Authorized
The following positions are added on a temporary basis to the Full Time Equivalent staffing levels of the city to be paid from the Street Capital Fund (#102). These positions are valid for the duration of the projects in the Street Capital Fund authorized under this budget amendment.

Section 4. Severability
If any section, sentence, clause or phrase of this Ordinance shall be held to be invalid or unconstitutional by a court of competent jurisdiction, or its application held inapplicable to any person, property or circumstance, such invalidity or unconstitutionality or inapplicability shall not effect the validity or constitutionality of any other section, sentence, clause or phrase of this Ordinance or its application to any other person, property or circumstance.
Section 5. Effective Date
This Ordinance shall be in full force and effect for the fiscal year 2009 and five (5) days after publication as required by law.
