CALL TO ORDER

 

Mayor Thomas called the meeting to order at 7:03 p.m. and welcomed members to the meeting.

 

ATTENDANCE

 

Councilmembers Present: 7 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Doug Richardson.

 

Committee Chairs: Jeff Brown, Planning Advisory Board; Joan Cooley, Landmarks & Heritage Advisory Board; Dan Durr, Planning Advisory Board (past); Andie Gernon, Human Services Funding Advisory Board; Alan Hart, Public Safety Advisory Committee; Lisa Ikeda, Arts Commission; Michael Lacadie, CDBG Citizens? Advisory Board; Roger Laybourn, Parks and Recreation Advisory Board; and Bill Kittrell, Citizens? Transportation Review Committee.

 

City Staff: Alice Bush, Dan Catron, Mary Dodsworth, Dennis Higashiyama, Martha Larkin, Andrew Neiditz, Dan Penrose, Larry Saunders, Don Wickstrom, and Desiree Winkler.

 

ITEMS FOR DISCUSSION:

 

Introductions

 

Members of the audience introduced themselves and explained why they attended today?s meeting.

 

Group Exercise

 

Members divided into four groups to discuss:

 

1) What?s the most important challenge facing the City of Lakewood, and what should the City be doing about it?

2) How can Committees/Advisory Boards/Commissions (CABCs) coordinate their efforts with each other to assure a comprehensive approach to policy making?

3) How can CABCs best work with the City Council to foster progress on the City?s agenda?

 

Each group shared their group?s responses to the three questions.

 

Group #1 responded as follows:

 

Question 1: a) Grow revenues through economic development to create financial base and stability to provide City services

b) Create a sense of community and need for communications (Lakewood newspaper)

c) Partner with schools in bringing up education

 

Question 2: a) Circulate minutes and agendas of CABCs with each other

b) Hold semi-annual meetings of Chairs and Council

 

Question 3: a) Develop a 5-10 year strategic work plan with Committees, Council and staff and hold annual workshops

b) Celebrate successes

 

Group #2 responded as follows:

 

Question 1: a) Balance economic development and growth and the cost of development

b) Let private sector excel and streamline regulations

c) Access to lakes is limited.

 

Question 2: a) Council?s job is to set policy and looking at things holistically.

b) Hold joint meetings.

c) Need to communicate early on projects.

 

Question 3: a) Minutes should be shared.

b) Boards and Council need to communicate with each other and share information.

c) Council needs options to work with.

d) Create task force on larger projects (goal-oriented) with input from members of different committees.

Group #3 responded as follows:

 

Question 1: a) Perception that Lakewood is less successful than it really is.

b) Need community involvement and economic development.

c) Need for better communication.

d) Lack of voting.

e) Need for affordable housing.

 

Question 2: a) Common vision for committees based on Council?s vision. It needs to be an interactive process.

b) Lack of awareness of the Comprehensive Plan.

 

Question 3: a) Some committees base their activities on what is approved in the budget and more task-oriented.

b) Council vision should drive the Committees and Boards.

 

Group #4 responded as follows:

 

Question 1: a) Image of the City.

b) Changing perception of schools.

c) Diversity.

 

Question 2: a) Doing and getting together as Advisory Boards (Landmarks, Planning Advisory Board, and Parks)

b) Liaisons working well.

c) Communication should be two-way between the Council and CABCs.

 

Question 3: a) Maintain visioning component at Committee level with clear direction from the Council.

 

Discussion

 

Discussion ensued on the role of the Council liaisons and their effect by serving on Committees and Boards; having ?Public Comments? be provided at all Committees and Boards meetings and applied consistently; establishing consistency on why some Committees and Boards require residency and others do not; and develop consistent standards on attendance at meetings.

 

Further discussion ensued on clarifying the Council liaison roles; having Committee Chairs meet quarterly to discuss Council?s vision and where the Committees are in this planning process; and holding full Board/Committees meetings with the Council annually.
