CALL TO ORDER
Mayor Thomas called the meeting to order at 7:00 p.m.
ROLL CALL
Councilmembers Present: 7 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Doug Richardson.
ITEMS FOR DISCUSSION:
Commercial recycling collection services Municipal Code amendments.
Assistant City Attorney McKenzie reviewed excerpts of the proposed code amendments relative to collecting and transporting recyclables within the City. He then spoke about a number of unlicensed recyclable containers allegedly being used at the industrial park. Mr. Norm LeMay and Mr. Charlie Maxwell of Lakewood Refuse spoke about the concerns on collecting recyclables and how the Ordinance would help to address some of the issues.
Discussion ensued on illegal hauling in the City; the cost for a demolition box; $1,000 permit for recycling and $100 fee per site; and managing the program.
Ponders redevelopment alternatives.
Economic Development Administrator Hannan provided an overview of the Redevelopment Advisory Board?s recommendation for improving Pacific Highway from Bridgeport Way to the railroad bridge leading to Gravelly Lake Drive be reduced from five lanes to three lanes and that the three lanes be aligned with the existing eastern freeway curb time; that the unneeded portions of Pacific Highway SW be surplused and the proceeds be dedicated to improvements of Pacific Highway from Bridgeport Way to the railroad bridge; and that full improvement of Pacific Highway from Bridgeport Way to Gravelly Lake Drive be designed.

Discussion ensued on the impacts to the affected pawn shop property as it relates to parking; what if a Local Improvement District was formed; how a decision on improvements made by the Pacific Air (Hungate) property is affecting the area; and the cost for improvements of five lanes versus three lanes on Pacific Highway.

Speaking before the Council were:
Dennis Haugen, Lakewood resident, spoke about the City being ?ready? for someone with money to develop.
Fredric Cornell, Lakewood resident, asked for a progress report on a building permit relative to constructing a home that was damaged by fire.

Mayor Thomas deviated from the agenda to consider the proposed Law Enforcement Support Agency agreement at this time.

Law Enforcement Support Agency (LESA) agreement for law enforcement dispatch and records services through December 31, 2011.
Police Chief Saunders reviewed the proposed agreement with LESA for police dispatch and records services, and the 800 MHz system.
City Manager Neiditz spoke about Lakewood having a seat on the LESA Advisory Board as a non-voting member.
Discussion ensued on the discrepancy in the contract relative to the interest rate and annual payment; the role of the Lakewood representative as an Advisory Board member; and the reason why the contract provides for hiring seven new dispatchers and report writers.

Agreement with the Clover Park Technical College relative to funding and usage of the Student Center conference facility.
Economic Development Administrator Hannan reviewed the proposed agreement on the funding and usage of the Student Center conference facility.

Discussion ensued on the total cost of the conference facility and, based on the contract, the cost for the City would be $8,500 per day for use of the facility (12 days a year); and what events are planned for the City?s 12 days use of the facility.
BRIEFING BY THE CITY MANAGER
Citizens? Advisory Boards/Committees Update
City Manager Neiditz reviewed the 2006 accomplishments with regard to the work of the Citizens Advisory Committees, Boards and Commissions. He suggested that the Council meet with all the Chairs at a Study Session in January to thank them for their work and to set the stage for developing work plans and clarifying the Council?s expectations of the Committees.
Discussion ensued on the Chairs determining when it would be the best time for their Committee to hold periodic meetings with the Council; and how membership qualifications and criteria for residency are determined for the Committees. It was the consensus of the Council to meet on January29, 2006, at 7:00 P.M.
Council Rules Update
City Manager Neiditz reminded the Councilmembers to provide comments on the Council Rules to the City Attorney.

Fredric Cornell, Lakewood resident, thanked the City Manager for listing the City Manager Briefing topics on the Council?s agenda and providing copies of the material to the audience.

ITEMS TENTATIVELY SCHEDULED FOR TUESDAY, JANUARY 16, 2007 REGULAR CITY COUNCIL MEETING:
1. Amending Chapter 13.06 of the Lakewood Municipal Code relative to commercial recycling collection services. ? (Ordinance ? Regular Agenda)
2. Approving the Ponders area redevelopment improvements. ? (Motion ? Regular Agenda)

3. Authorizing the City Manager to execute an interlocal agreement with Clover Park Technical College, in the amount of $2,037,000, payable over 20 years in equal payments of $101,850, relative to funding and usage of the Student Center conference facility. ? ? (Motion ? Regular Agenda)
4. Authorizing the City Manager to execute an agreement with Law Enforcement Support Agency (LESA) for law enforcement dispatch and records services through December 31, 2011. ? (Motion ? Regular Agenda)
5. This is the date set for a public hearing by the City Council on vacating a portion of 47th Avenue SW right-of-way to provide parking spaces for the Lakewood Ford dealership.
6. Authorizing the execution of an agreement with James N. O?Connor for hearing examiner services. ? (Motion ? Consent Agenda)
CITY COUNCIL COMMENTS
Mayor Thomas announced that the Youth Council is interested in making a Youth Council Report at the next January 16, 2007 Council meeting and that more information will be provided to the Council about the youth framing the Lakewood Habitat home at the Tacoma Home and Garden Show.
Deputy Mayor Arbeeny commented on a performance event he participated in over the weekend.
Deputy Mayor Arbeeny commented on windstorm debris that have not been picked up and what is the City doing if it is not picked up.
Deputy Mayor Arbeeny commented on the changes in data on State and local election filings. He also suggested on holding a Lakewood University.
Deputy Mayor Arbeeny asked for a legal opinion on how to proceed with the treatment of Lake Steilacoom.
Deputy Mayor Arbeeny commented on the Redevelopment Advisory Board minutes about sewer pre-treatment reviews.
Councilmember Finnigan commented on the NIMS Emergency Management test.
Councilmember Cronk thanked City Manager Neiditz for responding to concerns brought up by citizens.

Councilmember Neary thanked the City Manager for his speech before the Lakewood Chamber of Commerce.
Mayor Thomas reminded the Councilmembers of the Bill Harrison Volunteer of the Year Award and recognizing volunteers.
Mayor Thomas announced that bids were received for Sound Transit and that the groundbreaking will take place in February or March.
