CALL TO ORDER
Mayor Thomas called the meeting to order at 7:00 p.m.
ROLL CALL
Councilmembers Present: 5 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan and Walter Neary.
Councilmember Excused: 1 ? Councilmember Helen McGovern.
Councilmember Absent: 1 ? Councilmember Doug Richardson (arrived at 7:05 p.m.).
ITEMS FOR DISCUSSION:
Pierce County Regional Council projected population growth.
Senior Planner Deborah Johnson spoke about how the 20-year forecasts of population changes that are generated by the Washington State Office of Financial Management are updated every five years. She explained that the projections are then broken down by county and further broken down by city/town and unincorporated areas. She explained that when Pierce County population changes are projected, birth, death and migration rates are taken into consideration. She then described the process used in disaggregating the County projections to cities/towns and unincorporated areas which is done at the Pierce County Regional Council and representatives of each jurisdiction.

City Council Study Session Minutes -2- August 28, 2006Discussion ensued on what the track record was for accurately projecting population trends; what the impacts of Initiative 933 would be on Lakewood; how do other cities in Pierce County, like Tacoma, fare with population growth in comparison to Lakewood; and how would Partridge Glen/Arrowhead population, if it was part of Lakewood, factor into the population change.
2006 Comprehensive Plan Amendments.
Senior Planner Deborah Johnson reviewed the proposed 2006 Comprehensive Plan amendments.
Discussion ensued on the proposed amendments to the property adjacent to Kline Street; reasons for rezoning property at the north end of Lake Steilacoom from Single-Family to Multi-Family; and rezoning of industrial park properties.

Speaking before the Council was:
Dennis Haugen, Lakewood resident, spoke about the amount of federal dollars coming into Lakewood by retirees. He then spoke about intermodal transportation.

Amendments to the Land Use and Development regulations relative to Public Institutional Zoning Districts and Type 3, 4 and 5 Group Homes.
Community Development Director Bugher reviewed sections of the Municipal Code relative to land use and development regulations on Public Institutional (PI) zoning districts and Type 3, 4, and 5 group homes. He then reviewed the processing requirements for permits.
Discussion ensued on landmarks and historic structures in PI zoning districts; the difference between Type 3 ad 4 group homes; potential sites where Progress House could locate; if the PI zoning code changes are adopted, would the existing moratorium cease and should the moratorium continue to be in place pending a potential challenge; and who were the objectors to the proposed amendments besides the Washington State Department of Corrections.
Community Development Director Bugher then reviewed seven areas where a work release facility could be located, all within the air corridor.
Further discussion ensued on the amount of land Progress House would need.

Update on police facility.
Mr. Peter Rasmussen, Architect, provided an overview of the number of square footage needed for Police Operations, Investigations and Services, and shared spaces, for a total of 39,570 square feet plus an additional 7,570 square feet. He noted that the proposed space needs are based on a projected population of 77,000. He then displayed a diagram of the footprint of the building.
Discussion ensued on setting up a tour of the police operations; providing what the correlation was between the number of persons in the office, usage and amount of space needed when most of the police personnel will not be working in the building, which is at a projected cost of $175,000 per work station; how the cost escalated from a $10 million police facility with land to a $14 million facility, not including land; the availability of funding from the Safeway Building sale and drug seizure funds; considering the feasibility of a car wash at the new facility in comparison to what it is costing to provide this service by contracting; and constructing a facility for a ten-year growth instead of 40-year growth.
BRIEFING BY THE CITY MANAGER
City Manager Neiditz announced that the third Tillicum sewer extension project informational meeting is scheduled for August 29, 2006.
City Manager Neiditz announced that the Lakewood Police Guild membership has approved the Guild contract and it is proposed to come before the Council.
City Manager Neiditz reported that the police facility architect contract is scheduled for Council consideration on September 5, 2006.

CITY COUNCIL COMMENTS
Deputy Mayor Arbeeny reminded the Council Rules Subcommittee that their next meeting is scheduled for September 11, 2006, at 7:00 p.m.
Mayor Thomas reported that she has appointed Councilmember Richardson to serve as the Council liaison to the Public Safety Advisory Committee.
