ORDINANCE NO. 386
AN ORDINANCE of the City Council of the City of
Lakewood, Washington, repealing Chapter 2.24. of the Lakewood Municipal Code
relative to the dissolution of the Keep Lakewood Beautiful Advisory Board.
WHEREAS, by Ordinance
No. 232, the entity ?Keep Lakewood Beautiful? affiliated itself with the City
of Lakewood so that donations made through the Keep Lakewood Beautiful entity
would be donations to the City of Lakewood and thus tax deductible; and,
WHEREAS, after operating
under that affiliation, the participants and volunteers of Keep Lakewood
Beautiful have experienced limitations to their activities as a result of the
affiliation; and,
WHEREAS, Keep Lakewood
Beautiful can effectively carry out their activities and work cooperatively
with the City without the limitations that result from legal affiliation with
the City.
NOW, THEREFORE, THE CITY
COUNCIL OF THE CITY OF

1. That Chapter 2.24 of the Lakewood
Municipal Code be, and the same hereby is repealed in its entirety.

?Keep Lakewood
Beautiful? is hereby established and created as an advisory board to City of
Lakewood.
2.24.020 Membership.
There shall
be seven (7) members of the Keep Lakewood Beautiful Advisory Board who shall be
appointed by the Mayor and confirmed by the City Council, and who shall serve
at the pleasure of the City Council. The members shall be residents of the
City. In addition to the members as
provided above, the City Engineer shall be an ex-officio member of the advisory
board.
2.24.030 Appointment.
The members
of the Keep Lakewood Beautiful Advisory Board shall be appointed from among
members of the public to include, to the extent reasonably possible,
representation from people involved with or interested in the various
opportunities and projects to enhance the visual appearance of the City.
2.24.04. Terms and vacancies.
Subject to
the provisions of Section 2.24.020 of this Chapter and the pleasure of the City
Council, members of the Keep Lakewood Beautiful Advisory Board shall serve for
a term of three (3) years or until appointment of a successor member, whichever
is later, unless otherwise replaced. It is provided, however, that for the
initial appointment, three (3) members shall be initially appointed for three
(3) year terms, or until appointment of a successor member, whichever is later,
unless otherwise replaced; three (3) members shall be initially appointed for
two (2) year terms, or until appointment of a successor member, whichever is
later, unless otherwise replaced; and one (1) member shall be initially
appointed for a one (1) year term, or until appointment of a successor member,
whichever is later, unless otherwise replaced. In case of any vacancies on the
advisory Board, vacancies shall be filled consistent with the procedures set
forth in Section 2.24.020 of this Chapter, for the unexpired terms for which
such vacancies are filled.
2.24.050 Officers ‑ Meetings.
A. At its first meeting of each year,
the Keep Lakewood Beautiful Advisory Board members shall elect a chairperson
and a vice chairperson from among the members of the Keep Lakewood Beautiful
Advisory Board. The Keep Lakewood Beautiful Advisory Board shall meet as needed
to perform the duties of the Keep Lakewood Beautiful Advisory Board and to
fulfill the role of being an advisory body to the City Council.
B. It shall be the duty of the
chairperson to preside over all meetings of the Keep Lakewood Beautiful
Advisory Board. The vice chairperson shall preside at all meetings where the
chairperson is absent. Minutes shall be kept and meeting agendas prepared in
coordination between members of the board and staff members. A majority of the
members of the board shall constitute a quorum for the transaction of business,
and a majority vote of those present shall be necessary to carry any recommended
action.
2.24.060 Role of the Keep Lakewood Beautiful
Advisory Board.
The Keep
Lakewood Beautiful Advisory Board is created to assist the City Council in the
following areas:
A. Advise the City Council in
connection with City Beautification projects and programs, either initiated by
the Advisory Board or as may be referred to the Advisory Board by the City
Council;
B. Assist in overseeing and
coordinating beautification projects in the City;
C. Assist in fund-raising and
collection of contributions for beautification projects in the City; and,
D. Advise the City Council and City
staff regarding the options and opportunities to clean-up neighborhoods in the
City and enhancing and beautifying the City and its rights-of-way, entrances
and other visible parts of the City, and other related projects and programs of
the City, as may be referred by the City Council.
2.24.070 Compensation.
The members
of the Keep Lakewood Beautiful Advisory Board shall serve without compensation.
2.24.080 Annual reports of progress.
The Keep Lakewood Beautiful
Advisory Board shall annually provide to the City Council a report on progress
made in carrying out the board?s responsibilities. Additional reports may be
submitted when deemed appropriate by the Advisory Board and/or the City
Council.
Section 2. Severability. If any portion of this Ordinance or its
application to any person or circumstances is held invalid, the remainder of
the Ordinance or the application of the provision to other persons or
circumstances shall not be affected.
Section 3. Effective Date. That
this Ordinance shall be in full force and effect five (5) days after
publication of the Ordinance Summary.
