CITY COUNCIL MEETING MINUTES OF APRIL 2, 2012

RESOLUTION NO. 2012-11

A RESOLUTION of the City Council of the City of Lakewood, Washington, pledging to the Washington State Transportation Improvement Board that the City will provide the necessary local funding contribution to implement its two Transportation Improvement Board grant authorized street improvement projects: Bridgeport Way SW 83rd St SW to 75th St W and South Tacoma Way SR 512 to 96th St SW.

WHEREAS, in 2011 the City executed a grant agreement with the Transportation Improvement Board (TIB) [TIB Grant Agreement 8-199(011)-1] which sets terms and conditions associated with the award to the City of a grant in the amount of $3,004,800 for the City’s Bridgeport Way (83rd Street SW to 75th Street W) roadway improvement project; and,

WHEREAS, in 2011 the City executed a grant agreement with the Transportation Improvement Board [TIB Grant Agreement PN8-1-199(012)-1] which sets terms and conditions associated with the award to the City of a grant in the amount of $2,768,000 for the City’s South Tacoma Way (SR512 to 96th St SW) roadway improvement project; and,

WHEREAS, RCW 47.26.086 requires that projects utilizing TIB grant funds be partially funded by local government or private contributions; and,

WHEREAS, the total estimated cost of the Bridgeport Way Improvement project is $3,756,000 which leaves $751,200 as the needed local contribution to financially fund this project; and,

WHEREAS, the total estimated cost for the South Tacoma Way Improvement project is $3,460,000 which leaves $692,000 as the needed local contribution to financially fund this project; and,

WHEREAS, under RCW 47.26.086 the City must provide written certification of pledged local and private funding for the  project to TIB within one year after TIB approval of grant funds, or risk reallocation of the grant monies by TIB; and,

WHEREAS, TIB has requested that the City provide the necessary certification as to the availability of its local match for its Bridgeport Way Improvement project and for its South Tacoma Way Improvement  project; and,             

WHEREAS, within the respective grant agreement each Improvement project was scheduled to be under construction in 2013; and,

WHEREAS, TIB has agreed to move the construction schedule for the South Tacoma Way Improvement project to 2014 thus spreading out the City’s financial obligation over a two year period versus one; and,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON HEREBY RESOLVES, as Follows:

            Section 1.        That the City Council pledges to provide the necessary local contribution for the City’s Bridgeport Way (83rd Street SW to 75th Street W) roadway improvement project and the City’s South Tacoma Way (SR512 to 96th St SW) roadway improvement project which enables their respective construction to occur in 2013 for the Bridgeport Way roadway improvement project and 2014 for the South Tacoma Way roadway improvement project.

            Section  2.       That this Resolution shall be in full force and effect upon passage and signatures hereon.
