RESOLUTION NO. 2011-04
A Resolution of the City Council of the City of Lakewood, Washington, approving a modified street profile for Union Avenue SW
WHEREAS, in compliance with the City’s Comprehensive Plan goals and in order to facilitate economic redevelopment within the City, as well as commercial and transportation improvements, a modified street profile is necessary for Union Avenue SW from West Thorne Lane SW to North Thorne Lane SW within the City; and,
WHEREAS, Union Avenue SW in this area currently consists of an approximately 40-foot-wide right of way, which width is believed to be inadequate to meet redevelopment and transportation needs for anticipated future development; and,
WHEREAS, the City Council has reviewed information obtained at public workshops with interested citizens and impacted property owners; and,
WHEREAS, the City Council has reviewed the recommendations of the City’s Planning Advisory Board, Citizen’s Transportation Advisory Committee, Redevelopment Advisory Board, and City staff in regard to this matter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD,
WASHINGTON, DO RESOLVE AS FOLLOWS:
Section 1. That “Exhibit A,” as attached hereto and incorporated herein shall constitute the modified street profile and right of way plan for Union Avenue SW from West Thorne Lane SW to North Thorne Lane SW.
Section 2. That it is the finding of the City Council, after careful review of the various options and recommendations provided that a fifty (50) foot right of way is the most advantageous and cost effective proposal; that the citizens of the City of Lakewood shall be best served by a two-lane roadway with a center two-way left turn lane; that the road surface shall consist of a thirty-six (36) foot-wide roadway surface with seven foot wide sidewalks on each side of Union Avenue; and that street dedications or right of way acquisitions to facilitate this profile will occur on the water side of Union Avenue.
Section 3. That the 60 foot wide street profile for the Union Avenue SW right of way, from Berkeley Avenue SW to West Thorne Lane SW, remain.
Section 4. Severability. If any sections, sentence, clause or phrase of this Resolution shall be held to be invalid or unconstitutional by a court of competent jurisdiction, or its application held inapplicable to any person, property or circumstance, such invalidity or unconstitutionality or inapplicability shall not effect the validity or constitutionality of any other section, sentence, clause or phrase of this Resolution or its application to any other person, property or circumstance.
Section 5. This Resolution shall be in full force and effect upon passage and signatures hereon.
