CALL TO ORDER
Mayor Richardson called the meeting to order at 7:03 p.m.
Councilmembers Present: 7 – Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Mary Moss, Mike Brandstetter, Jason Whalen, Walter Neary and Claudia Thomas.
The Pledge of Allegiance was led by Mayor Richardson.
R E G U L A R A G E N D A
Ordinance No. 527 adopting the 2010 supplemental budget.
COUNCILMEMBER thomas MOVED TO ADOPT ORDINANCE NO. 527. SECONDED BY COUNCILMEMBER whalen. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
Motion No. 2010-47 authorizing the execution of an agreement with the Humane Society for Tacoma and Pierce County, in the amount of $105,300, for animal sheltering services from January 1, 2011 through December 31, 2011.

BRIEFING BY THE CITY MANAGER
City Manager Neiditz reported that in regards to the sewer franchise, the City and County staff are working on a final form for the franchise fee. He then commented on a $150,000 agreement with Pierce County for the maintenance of Ft. Steilacoom Park that will be brought before the Council for consideration in early January.
City Manager Neiditz reported that the Ft. Steilacoom Park restroom project is moving forward.
City Manager Neiditz commented that Parks Director Mary Dodsworth spent a week and a half in Haiti to do medical mission work.
City Manager Neiditz reported on a tour he attended with Sound Transit to see the rail work that has been done in Tacoma.
City Manager Neiditz then commented on the Joint Council and Legislators meeting today.
City Manager Neiditz announced that the Council meetings of December 20 and 27, 2010 are cancelled.
City Manager Neiditz announced that the 4th Quarterly Employee Annual Event will be held on December 16, 2010, at 8:00 a.m., in the Council Chambers. He invited the Council to attend.
Councilmember Thomas commented that the Arts Commission and Keep Lakewood Beautiful could work together on developing some scenic art work on some of the buildings along the route of the Sound Transit rail tour taken today.
Councilmember Brandstetter commented on his experience on the Council this past year.
Councilmember Whalen reflected on the past year as a Councilmember and the many good things that have been accomplished.
Deputy Mayor Anderson thanked City staff and Councilmembers for their work.
Mayor Richardson stated that the City’s Christmas tree was not lit. He commented that the City was awarded $2.7 million from the Transportation Improvement Board for construction projects on South Tacoma Way and a $3 million grant for a Bridgeport Way project.

Mayor Richardson announced that Council will recess into Executive Session for approximately 15 minutes to discuss potential litigation.

There being no further business, the meeting adjourned at 8:00 p.m.
