Mayor Richardson called the meeting to order at 7:01 p.m.

Gateway Overview
Assistant City Manager Bugher provided an overview of the proposed design concepts for Lakewood?s gateways.
Discussion ensued on the cost of the artwork oak leaves for $41,000 and $95,000 for the north Bridgeport Way design.

ORDINANCES
Ordinance No. 506 extending the interim zoning controls for the Tillicum neighborhood for an additional six months.
COUNCILMEMBER CRONK MOVED TO ADOPT ORDINANCE NO. 506. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
Ordinance No. 507 adopting the 2009 supplemental budget.

RESOLUTIONS
Resolution No. 2009-26 authorizing interfund loan transfers.
COUNCILMEMBER finnigan MOVED TO ADOPT resolution no. 2009-26. SECONDED BY COUNCILMEMBER cronk. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
Resolution No. 2009-27 setting Tuesday, January 19, 2010 at approximately 7:00 p.m. as the date for a public hearing by the City Council to extend the interim zoning controls for eating and drinking establishments greater than 10,000 square feet of interior space within the neighborhood commercial and central business zoning districts for an additional six months.

Speaking before the Council was:
Joshua Dahl, Restaurant industry, expressed concerns about imposing limitations for locating eating and drinking establishments larger than 10,000 square feet.
VOTE WAS TAKEN AND CARRIED WITH COUNCILMEMBER MCGOVERN VOTING IN OPPOSITION.
Resolution No. 2009-28 authorizing a special assessment and lien against the property at 8604 Dalton Drive SW, in the amount of $3,407.45, for the abatement of public nuisances and dangerous buildings.
COUNCILMEMBER CRONK MOVED TO ADOPT resolution no. 2009-28. SECONDED BY COUNCILMEMBER FINNIGAN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
Resolution No. 2009-29 authorizing a special assessment and lien against the property at 12018 Alameda Ave. SW, in the amount of $19,867.08, for the abatement of public nuisances and dangerous buildings.
COUNCILMEMBER CRONK MOVED TO ADOPT resolution no. 2009-29. SECONDED BY COUNCILMEMBER FINNIGAN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
NEW BUSINESS
Motion No. 2009-69 authorizing the execution of an agreement with KPG, Inc., in an amount not to exceed $76,794, for surveying services for the Bridgeport Way 75th to north of the city limits roadway improvement project.
COUNCILMEMBER MCGOVERN MOVED TO AUTHORIZE THE EXECUTION OF AN AGREEMENT WITH KPG, INC., IN AN AMOUNT NOT TO EXCEED $76,794, FOR SURVEYING SERVICES FOR THE BRIDGEPORT WAY 75TH TO NORTH OF THE CITY LIMITS ROADWAY IMPROVEMENT PROJECT.
SECONDED BY COUNCILMEMBER NEARY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
BRIEFING BY THE CITY MANAGER
City Manager Neiditz commented on the orientation session that was held for new Councilmembers-elected last week.
City Manager Neiditz reported that several new trucks have been acquired to handle snow due to inclement weather with the assistance from Pierce County.

He reported that Phase II of the Tillicum sewer project is going out to bid. And, staff is working on the side sewer loan program. He also reported that staff is in discussion with SEDF to provide small business loans and economic development assistance.
City Manager Neiditz then commented on the Police Department?s efforts to continue to reach out to the families of Lakewood?s four fallen officers, Police Department employees and other City employees. He then commended the Police Chief and the Police Department. He commented on the efforts of the Police Guild and other community efforts to raise funds for the families of the fallen officers. He then requested Tacoma?s support to hold a concert at the Tacoma Dome for the benefit of the families. Council concurred with sending the letter.
City Manager Neiditz then commented on offers the City has received for contributions to design and construct a memorial in remembrance of the fallen officers.
Discussion ensued on filling the vacant positions and the recruitment process for the four officers; providing an outreach to families of Police staff in outlying areas to engage officers and their family members in counseling support. Further discussion ensued on the efforts of the Police Chief and the staff for an outstanding and heartfelt representation of Lakewood.
City Manager Neiditz commended City staff who have adopted families to provide Christmas gifts to needy families.
Mayor Richardson announced that the next meeting of the City Council will be January 4, 2010 and wished the audience a Merry Christmas and Happy New Year.
