CALL TO ORDER
Mayor Richardson called the meeting to order at 7:02 p.m.
ROLL CALL
Councilmembers Present: 7 ?Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Claudia Thomas.
FLAG SALUTE
The Pledge of Allegiance was led by Mayor Richardson.
REPORTS BY THE CITY MANAGER
City Manager Neiditz reported that the contribution to Bauang, Philippines is in the process to assist them with their emergency disaster.
City Manager Neiditz noted that there was a Puget Sound Business Journal article publicizing Lakewood?s code enforcement program.
City Manager Neiditz spoke about the Tillicum Neighborhood Association turnout to raise funds for their 100 centennial event with approximately 200 people attending.
City Manager Neiditz reported that Police Chief Farrar was asked to serve on a Task Force relative to developing police procedures at Eastern State Hospital.
PUBLIC COMMENTS
Speaking before the Council were:
Congo Carter, Lakewood resident, spoke about concerns relative to Public Safety Advisory Committee member Morris Quimby and asked for his removal from the Committee after an incident he had with Mr. Quimby.
Denise Jefferson, Lakewood resident, expressed concerns about Morris Quimby?s action against Congo Carter and asked that Mr. Quimby be removed from the Public Safety Advisory Committee.

Matt Cygny, resident, spoke about Police covering for Morris Quimby and petitioned the removal of Morris Quimby from the Public Safety Advisory Committee.
Miriam Barnett, YWCA, spoke in support of the Human Services Funding Advisory Board recommendations for human services funding.
Haley Gross, Roy resident, spoke about why people re-offender and how the Life of Liberty program assists people who re-offender to reduce recidivism.
Michael Opel, Puyallup resident, spoke about the Lakewood Theatre and the help it needs to be restored.
Don Kirk, Lakewood resident, expressed concern about spending $25,000 for a study to restore the Lakewood Theatre when it can be obtained for free.
Melanie Rushforth Tacoma resident, asked for Council?s support of $20,000 to fund the Linquist?s Dental application for human services funding.
David Flentge, Community Health Care, spoke about services provided to Lakewood residents and asked for Council?s support of $19,000 for medical services funding.
Dennis Haugen, Lakewood resident, spoke about the building permit process in North Carolina and other states. He spoke about Washington officials being taken over by bureaucracy.
Cynthia Gordon, Lakewood resident, asked Council to fund a Domestic Violence impact panel with human services funding.
Erica Chung, My Service Mind, asked for Council?s consideration to partially fund their proposal for Lodging Tax funds.

Resolution No. 2009-23 declaring a substantial need for a 1 percent increase in the 2010 property levy.

ORDINANCES
Ordinance No. 503 setting the 2010 property levy for the taxable property in the city boundaries.

Motion No. 2009-64 authorizing the City Manager to execute the Collective Bargaining Agreement with the Lakewood Police Independent Guild from January 1, 2010 through December 31, 2010.
COUNCILMEMBER MCGOVERN MOVED TO AUTHORIZE the CITY MANAGER TO EXECUTE THE COLLECTIVE BARGAINING AGREEMENT WITH THE LAKEWOOD POLICE INDEPENDENT GUILD FROM JANUARY 1, 2010 THROUGH DECEMBER 31, 2010. SECONDED BY COUNCILMEMBER THOMAS. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

CITY COUNCIL COMMENTS
Councilmember Thomas commented on the Lake City Neighborhood Association meeting she attended.
Deputy Mayor Anderson commented on the Pierce County cities meeting he attended. He commented on the discussion about safety concerns for securely disposing prescription medication.
Deputy Mayor Anderson commented on a proposal relative to legislative authority of removing restrictions on certain budgetary line items.
