CALL TO ORDER

Mayor Richardson called the meeting to order at 7:03 p.m.

ROLL CALL

Councilmembers Present: 7 ? Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Claudia Thomas.

Mayor Richardson called on Dr. Pat Cavendish, Director of Pierce College International Education, who introduced Ms. Dorina Linga, international student at Pierce College.

REPORTS BY THE CITY MANAGER

City Manager Neiditz reported on the open house of the new Police Station and the transition and operation of the police facility.

City Manager Neiditz reported on the bid opening of the Tillicum Sewer project and announced that the apparent low bidder was Northwest Cascade Inc., in the amount of $9.053 million which was lower than the engineer?s estimate.

City Manager Neiditz reported that over 250 volunteers participated in the Parks Appreciation Day event.

City Manager Neiditz indicated that, in response to Council?s questions from last week?s Study Session, staff is still in the process of reviewing the City?s revenues generated by the traffic photo and red light enforcement program.

Mayor Richardson called on CPSD Board Director Connie Coleman-Lacadie, who reported on the Parks Appreciation Day event she attended. She also reported that the School District won the award for the Grand Sweepstakes Daffodil float. She added that CPSD Board Director Paul Wagemann was sworn into office last Monday, April 13, 2009.

PROCLAMATIONS AND PRESENTATIONS

Proclamation declaring April 19-25, 2009 as National Volunteer Week.

Deputy Mayor Anderson read a proclamation declaring April 19-25, 2009 as National Volunteer Week and thanked all volunteers.

Proclamation declaring April 24, 2009 as ?Walk A Mile In Her Shoes? Day and the month of April 2009 as Sexual Assault Awareness Month.

Councilmember Finnigan presented a proclamation declaring April 24, 2009 as ?Walk A Mile In Her Shoes? Day and the month of April 2009 as Sexual Assault Awareness Month to Lt. Steve Mauer of the City of Lakewood Police Department.

PUBLIC COMMENTS

Speaking before the Council were:

Ken Severe, Lakewood resident, spoke about THE NEWS TRIBUNE article relative to $700,000 in revenues the City received erroneously from natural gas revenues and that the accounting for utilities was not properly accounted for. He spoke about the City paying the bill.

Dennis Haugen, Lakewood resident, spoke about the power of credibility to get things done.

Glen Spieth, Lakewood Historical Society, spoke about concerns of the Lakewood Historical Society Board and the City protecting the Byrd School site. He asked about the historical markers that were to be erected at the Byrd School site.

He expressed concern about viewing the full packet of agenda materials at Council meetings.

R E G U L A R A G E N D A

PUBLIC HEARINGS AND APPEALS

This is the date set for a public hearing by the City Council on the Draft Fiscal Year (FY) 2009 Consolidated Plan, Amendments to the FY2006 and FY2008 Consolidated Annual Action Plan, and proposed use of Community Development Block Grant and HOME Investment Partnership Act funds.

Speaking before the Council were:

Charlie Gray, Pierce County Housing Authority, spoke in support of the proposed use of CDBG and HOME funds being consistent with the needs and priorities as identified in the Draft Plan, and the use of the CDBG-Recovery funds.

Dennis Haugen, Lakewood resident, spoke about down payment assistance programs and foreclosures.

Parley Applegate, Tillicum Community Center, thanked the Council for supporting the Tillicum Community Center over the years. He spoke about citizens who are struggling and thanked the City for being a partner in helping Tillicum citizens.

Janne Hutchins, Lakewood Area Shelter Association, thanked the Council for their appreciation of providing housing and housing services. She spoke about the need and the assistance that the Council provides to help those in need.

Sallie Shawl, Paint Tacoma-Pierce Beautiful, spoke about painting 119 houses in Lakewood over 19 years and with the help from the City, Associated Ministries would like to continue painting homes in Lakewood.

Jim Taylor, Lakewood resident, thanked the Council for supporting the Tillicum Community Center and how the funds have helped the citizens of Tillicum.

He noted that 95 percent of the Tillicum students are on the free or reduced program lunch and that 90 percent of them are on free lunch.

Bob Wyrik, Network Tacoma, spoke about a 15-unit apartment housing on Chicago Avenue that was funded for acquisition and that it has been fully occupied with low-income households. He spoke in support of CDBG funding for the rehabilitation of these units.

There being no further testimony, the hearing was declared closed.

APPOINTMENTS

Motion No. 2009-18 appointing Kelly Hayden to serve on the Citizens Transportation Advisory Committee through November 5, 2011.

COUNCILMEMBER MCGOVERN MOVED TO CONFIRM THE APPOINTMENT OF KELLY HAYDEN TO SERVE ON THE CITIZENS TRANSPORTATION ADVISORY COMMITTEE THROUGH NOVEMBER 5, 2011. SECONDED BY COUNCILMEMBER NEARY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2009-19 appointing Bruce Banfield, Julie Bodine and Paula Renz to serve on the Human Services Funding Advisory Board.

Resolution No. 2009-10 adopting the 2008 Supplement to the Tacoma-Pierce County Solid Waste Management Plan relative to recycling.

Motion No. 2009-20 authorizing the execution of an agreement with The Transpo Group, in the amount of $303,801, for engineering services relative to the Interstate 5 Transportation Alternatives Analysis and Operational Traffic Model project.

Discussion of Council Study Session with the Public Safety Advisory Committee (PSAC).

Discussion ensued about the Community Emergency Response Team (CERT) training project that the Public Safety Advisory Committee is interested in developing; how PSAC can take on a broader scope of work to make Lakewood a safer community; and holding a joint meeting with the Citizens Transportation Advisory Committee.

CITY COUNCIL COMMENTS

Deputy Mayor Anderson indicated that, from reports, ten percent of the stimulus funding would be dispersed by the end of the year.

Mayor Richardson spoke about the Parks Appreciation Day event at various parks. Mayor Richardson announced that the dedication of the American Lake Boat launch is scheduled for May 16, 2009.

Mayor Richardson announced that the Puget Sound Regional Council General Assembly will be held on April 30, 2009, at 4:00 p.m. in Seattle. He asked if an elected official must attend the General Assembly meeting or if a City representative can attend.

Mayor Richardson spoke about the Police Station dedication ceremony he attended.

Mayor Richardson reported about the Youth for Christ Center in Tillicum.

Executive Session

Mayor Richardson announced that Council will recess into Executive Session for approximately twenty minutes to discuss pending litigation.

Council recessed into Executive Session at 9:05 p.m. and reconvened at 9:25p.m. At 9:25 p.m. Mayor Richardson announced that Executive Session is extended an additional five minutes. Council reconvened at 9:30 p.m.

There being no further business, the meeting adjourned at 9:30 p.m.
