CALL TO ORDER
Mayor Richardson called the meeting to order at 7:01 p.m.
Councilmembers Present: 7 ? Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Claudia Thomas.
The Pledge of Allegiance was led by Mayor Richardson.
REPORTS BY THE CITY MANAGER
City Manager Neiditz announced that the International Festival will be held on Saturday, May 10, 2008, at the Clover Park Technical College McGavick Student Center and that a ?Champagne and Chocolate? reception will be held on May 9, 2008 at 5:00 p.m.
City Manager Neiditz commented on the Lakewood and Tacoma Chambers of Commerce session on growth that was held last week.
City Manager Neiditz announced that Lakewood University will be held on May 28 and June 4, 2008.
City Manager Neiditz reported that 435 citizen inquiries were received in the citizen online service (LOCCRS) this past year. He then distributed copies of the report.
PROCLAMATIONS AND PRESENTATIONS
Youth Council Report.
The Youth Council provided a report on their work with developing a Youth Summit survey, International Festival event, Kid?s fishing event, and various activities at Lakes High School, Clover Park High School, and Steilacoom High School.

Wal-Mart donation for the 4-2 Stryker Brigade Combat Team Soldier Care Packages Campaign.
Mr.Ernest Nieto, Lakewood Wal-Mart Store Manager presented a check donated by Wal-Mart for the 4-2 Stryker Brigade Combat Team Soldier Care packages campaign to Mrs. Stacey Lehr of the 4-2 Stryker Brigade Combat Team Family Support Group.
Proclamation declaring May 4-10, 2008 as Teachers Appreciation Week.
Councilmember Neary presented a proclamation declaring May 4-10, 2008 as Teachers Appreciation Week to Ms. Michelle Jenner, President of the Clover Park Education Association.
Proclamation declaring May 18-24, 2008 as National Public Works Week.
Councilmember Finnigan presented a proclamation declaring May 18-24, 2008 as National Public Works Week to Mr. Don Wickstrom, Public Works Director of the City of Lakewood.
Clover Park School District Board Report.
Clover Park School District (CPSD) Board President Carole Jacobs reported that Debbie LeBeau was chosen as the CPSD Superintendent effective July 1, 2008. She then commented on an all-day kindergarten classes program and how such classes produced successful results. She added that John Dower and Idlewild Elementary Schools will be offering such classes next year.
Ms. Jacobs provided an update on intra-based negotiations of upcoming bargaining contracts. She then announced that Jeff Thompson, teacher from Evergreen Elementary, received the Veterans of Foreign Wars Teacher of the Year Award in the State.
Ms. Jacobs announced that the Honor Graduation reception will be held at Clover Park High School on May 21, 2008 and that the High School graduation ceremony will be held on June 16, 2008.
Speaking before the Council were:
Dennis Haugen, Lakewood resident, spoke about economic development, police surveillance cameras and technology.
Kit Baker, Lakewood resident, Chair of the Citizens Transportation Advisory Committee (CTAC), asked that the Council provide the CTAC an opportunity to review the Pacific Highway (Ponders area) design alternatives prior to Council?s action.

Carol Mooney, Lakewood resident, Chair, Lakewood Senior Center Advisory Board, extended an invitation to the Council to attend the Lakewood Senior Center Open House on May 15, 2008, from 10:00 a.m. ? 1:00 p.m.

This is date set for a public hearing by the City Council relative to a proposed street vacation of a portion of 75th Street West right-of-way for acquiring additional property for development. (Sound Glass)

Resolution No. 2008-15 adopting the Draft FY 2008 and Amendments to the FY 2004 and FY2005 Consolidated Plans and the proposed use of Community Development Block Grant and HOME Investment Partnership Act funds.
COUNCILMEMBER MCGOVERN MOVED TO ADOPT RESOLUTION NO. 2008-15. SECONDED BY COUNCILMEMBER NEARY. VOICE VOTE WAS TAKEN AND CARRIED WITH MAYOR RICHARDSON ABSENT.
Motion No. 2008-18 awarding a bid to R.W. Scott Construction Company, in the amount of $2,231,879.40, for construction improvements on Pacific Highway South from 108th Street SW to State Route 512.
councilmember finnigan MOVED TO AWARD A BID TO R.W. SCOTT CONSTRUCTION COMPANY, IN THE AMOUNT OF $2,231,879.40, FOR CONSTRUCTION IMPROVEMENTS ON PACIFIC HIGHWAY STOUTH FROM 108TH STREET SW TO STATE ROUTE 512. SECONDED BY councilmember neary. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
Motion No. 2008-19 authorizing the City Manager to execute Addendum No. 1 to the agreement with KPG in the amount of $134,219.19, for construction engineering services on Pacific Highway South from 108th Street SW to State Route 512.

NAYS: 5 - MCGOVERN, NEARY, THOMAS, ANDERSON AND MAYOR RICHARDSON.
THE MOTION FAILED.

VOICE VOTE WAS TAKEN ON THE ORIGINAL MOTION AND CARRIED with councilmember finnigan voting in opposition.
BRIEFING BY THE CITY MANAGER
City Manager Neiditz reminded the Council that the Association of Washington Cities Conference will be held on June 18-20, 2008 in Yakima and reminded the Council of early registration savings.
City Manager Neiditz reported that the Five-Year Financial Plan will be presented shortly.
City Manager Neiditz reported that an overview of the animal control program will be presented at next week?s Study Session. He added that, two weeks later at the May 27, 2008 Council Study Session, discussions will be held about specific dog breeds and other issues.

CITY COUNCIL COMMENTS
Councilmember Neary commented on the activities of the Arts Commission. He indicated that the Commission is requesting that the membership be increased from 11 to 13 members.
Councilmember Cronk shared information from Illinois and Oregon about gambling effects in a community and about pathological gambling.
Councilmember McGovern commented on the Parks and Recreation Advisory Board meeting, the military community covenant agreement signing, and the ?Blue Jeans and Black Tie? Partners for Parks event over the weekend.
Mayor Richardson thanked Deputy Mayor Anderson and Councilmember Finnigan for attending the Ft. Lewis welcoming ceremony.
Mayor Richardson commented on the military community covenant signing event.
Mayor Richardson noted that on May 12, 2008, Deputy Mayor Anderson and he will be out of town. He indicated that Councilmember Finnigan will be chairing the Study Session.
Mayor Richardson announced that the County Council will be meeting in the Council Chambers on May 6, 2008, at 5:30 p.m.
Mayor Richardson announced that that the International Festival will be held on Saturday, May 10,2008, with a ?Champagne and Chocolate? event being held on May 9, 2008, at 5:00 p.m.
There being no further business, the meeting adjourned at 8:45 p.m.
