CALL TO ORDER

Mayor Richardson called the meeting to order at 7:04 p.m.

ROLL CALL

Councilmembers Present: 7 ? Mayor Douglas Richardson; Deputy Mayor Don Anderson; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Claudia Thomas.

FLAG SALUTE

The Pledge of Allegiance was led by Mayor Richardson.

REPORTS BY THE CITY MANAGER

Assistant City Manager Bugher reported that City Manager Neiditz will be providing the Council with the January 18 and 19, 2008 Council?s Retreat notes.

PROCLAMATIONS AND PRESENTATIONS

Proclamation declaring the months of February through April 2008 as Pierce County Reads.

Mayor Richardson presented a proclamation declaring the months of February through April 2008 as Pierce County Reads to Ms. Rose Jetter, Managing Librarian, Lakewood Pierce County Library.

Clover Park School District Board Report.

Clover Park School District (CPSD) Board Member Connie Coleman-Lacadie introduced Assistant Superintendent Debbie LeBeau. She reported that the CPSD Board will be meeting on January 20, 2008 with the consultant for the Superintendent search.

Ms. Coleman-Lacadie reported that the groundbreaking ceremony on the construction improvements at Lakes High School will be held on March 4, 2008.

Mayor Richardson announced that the Council will consider Resolution No. 2008-02 at this time.

Resolution No. 2008-02 expressing support for the Clover Park School District school operations levy coming before voters on March 11, 2008.

councilmember NEARY mOVED TO ADOPT RESOLUTION NO. 2008-02. SECONDED BY councilmember MCGOVERN.

Mayor Richardson asked if there were members of the audience who wished to speak in opposition of the Resolution. There were none.

ROLL CALL VOTE WAS TAKEN ON RESOLUTION NO. 2008-02 RESULTING AS FOLLOWS:

AYES: 5 - MCGOVERN, NEARY, THOMAS, ANDERSON AND MAYOR RICHARDSON.

NAYS: 2 - CRONK AND FINNIGAN.

RESOLUTION NO. 2008-02 WAS DECLARED ADOPTED.

PUBLIC COMMENTS

Speaking before the Council were:

Darrell Vankekerix, 0317 Lakeview Avenue, spoke about the lack of police protection. He spoke about theft on his business property with no response from the Police Department.

Loren Pease, Business in Lakewood, 3815 100th Street SW, spoke about theft on his business property and the negative consequences. He requested Council?s attention on public safety.

Gary Lynch, former Steilacoom resident and Lakewood resident, spoke about theft and lack of police follow-up. He reported that he subsequently moved his business to Tacoma.

Brian Reeder, Gig Harbor resident and a Lakewood property manager, spoke in support of the crime-free multi-housing program ordinance.

Stephen Redford, Gig Harbor resident, KAM Management, asked for more police protection in the industrial park area complexes.

Carol Hudgins, Lakewood resident, Lakewood Observation Patrol, spoke about their organization and wanting to track crime activities. She added that their organization will be recruiting members with Police assistance.

Patrick Dirk, Dirk Truck Repair, spoke about vandalism on his business property and following a TV media report, Police began patrolling the area for a month and, during that time, there were no incidents, but when Police patrolling stopped, vandalism reoccurred.

Pat Vince, Lorna Karwoski and Alice Greak, Lakewood residents, spoke about protection of views at properties on lakes.

Ken Severe, Lakewood resident, spoke about the fire that occurred at his garage and how police officers at the scene treated him and directed him to put down the hose he used to try to put out a fire.

Dennis Haugen, Lakewood resident, spoke about City staff lobbying Council, citizens lobbying Council, and Council holding the City accountable.

Shaun Martin, Rental Housing Affairs, spoke in support of the proposed rental housing ordinance.

APPOINTMENTS

Motion No. 2008-02 appointing Jordan Dacres and Tammy Park to the Youth Council for the school year 2007-2008.

councilmember thomas MOVED TO CONFIRM THE APPOINTMENTS OF JORDAN DACRES AND TAMMY PARK TO THE YOUTH COUNCIL FOR THE SCHOOL YEAR 2007-2008. SECONDED BY councilmember mcgovern. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

ORDINANCES

Ordinance No. 467 amending Section 10.16.010 and creating Section 10.16.015 of the Lakewood Municipal Code relative to parking on roadways in a manner which impedes traffic and parking in public rights-of-way.

COUNCILMEMBER FINNIGAN MOVED TO ADOPT ORDINANCE NO. 467. SECONDED BY councilmember cronk. VOICE VOTE WAS TAKEN AND CARRIED WITH COUNCILMEMBER FINNIGAN VOTING IN OPPOSITION.

Ordinance No. 468 amending Sections 05.60.010 and 05.60.070 of the Lakewood Municipal Code relative to the definition of rental housing complexes.

Ordinance No. 469 amending Sections15A.32.052 and 15A.32.060 of the Lakewood Municipal Code relative to penalties and the appeals process for various provisions of the international codes for building standards, housing, property maintenance, fire safety and the abatement of dangerous buildings.

Resolution No. 2008-03 identifying Trafficon? video detection equipment as the new vehicle detection equipment standard; and authorizing the City Manager to enter into a sole source purchasing agreement with Kar-Gor, Inc., in an amount not to exceed $135,000, for the acquisition of said equipment.

COUNCILMEMBER THOMAS MOVED TO APPOINT BOBBI ALLISON FROM THE TOWN OF EATONVILLE TO THE ZOO TREK AUTHORITY BOARD FOR THREE YEARS. SECONDED BY COUNCILMEMBER FINNIGAN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

BRIEFING BY THE CITY MANAGER

Assistant City Manager Bugher reported that Police Chief Saunders had reported to the Council about the business district block watch.

Assistant City Manager Bugher provided a status report on a homeless camp found on the property at Pierce Transit.

Assistant City Manager Bugher spoke about a citizen?s concern about the City?s shorelines and that a written response is forthcoming to the Council.

CITY COUNCIL COMMENTS

Councilmember Cronk asked what would be the appropriate venue for Council to discuss the roles and responsibilities of the Citizens Advisory Boards and Committees and assignment of duties.

Councilmember Neary commented on the lakefront street ends meeting tomorrow.

Councilmember Finnigan spoke about a street behind a Lakeview property and accessing the Pierce Transit property.

Councilmember Finnigan commented on The News Tribune article about a taser settlement (Grider case) and questioned the accuracy of the article.

Mayor Richardson reported that there will be a change of a McChord Air Force Wing Commander.

Mayor Richardson announced that there will be a memorial service for fallen soldiers on January 23, 2008, at 2:00 p.m., at the Ft. Lewis Evergreen Chapel.

Mayor Richardson spoke about the Lakeview Neighborhood Association meeting he will be attending on January 24, 2008.
