RESOLUTION NO. 2008-03
A RESOLUTION of the City Council of the City of Lakewood, Washington, identifying Trafficon? video detection equipment as the new vehicle detection equipment standard for the City and authorizing the City Manager to enter into a sole source purchasing agreement with Kar-Gor, Inc., in an amount not to exceed $135,000.00 for acquisition of video detection equipment
WHEREAS, upon incorporation of the City of Lakewood in 1996, the City accepted responsibility for traffic signalization throughout the City, which system is intended to protect the public health, safety and welfare; and,
WHEREAS, through a selection process that lasted approximately one year, staff and a consultant reviewed the existing traffic signalization system, assessed needs, compared various available signal systems, issued a publicly advertised Request for Information to signal system vendors, tested two systems, and interviewed other governmental agencies currently utilizing these systems; and,
WHEREAS, at the conclusion of this process, as shown in City of Lakewood Resolution No. 2007-24, it was determined that the Naztec Apogee? controller and Naztec ATMS.now? central control system best met the City?s operational requirements and future signal system needs; and,
WHEREAS, again as shown in Resolution No. 2007-24, due to the patented technology contained in the selected traffic signalization system, the system was available only from a sole source vendor, Western Pacific Signal, LLC; and,
WHEREAS, as further determined through the selection process, the Trafficon? video detection system is a cost-effective, reliable and safe manner to control the orderly flow of traffic through signals; and,
WHEREAS, the Trafficon? video detection system is the standard the Washington State Department of Transportation (WSDOT) uses and WSDOT maintains the traffic signal at the intersection of Bridgeport Way and Pacific Highway; and,
WHEREAS, the Trafficon? video detection is compatible with the Naztec Apogee? controller and Naztec ATMS.now? central control system previously selected and relies upon patented technology available to the City from a sole source vendor, Kar-Gor, Inc.; and,
WHEREAS, pursuant to Revised Code of Washington section 39.04.280(1)(a), it is the finding of the City Council of the City of Lakewood that the purchase of this signalization equipment is clearly and legitimately limited to a single source of supply.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON HEREBY RESOLVES, as follows:
Section 1. The City Council of the City of Lakewood does hereby authorize the City Manager to enter into a sole source purchase agreement with Kar-Gor, Inc., in an amount not to exceed $135,000 for acquisition of video detection equipment to facilitate a partial retrofit of twelve street intersections within the City.
Section 2. That this Resolution shall be in full force and effect upon passage and signatures hereon.
