RESOLUTION NO. 2007-24
A RESOLUTION of the City Council of the City of Lakewood, Washington, identifying Naztec? traffic signal system and Actelis? ethernet-via-copper communications equipment as the new traffic signal equipment standard, and authorizing the City Manager to enter into a sole source purchasing agreement with Western Pacific Signal, LLC, in an amount not to exceed $260,000 for acquisition and installation of traffic signal system equipment
WHEREAS, upon incorporation of the City of Lakewood in 1996, the City accepted responsibility for traffic signalization throughout the City, which system is intended to protect the public health, safety and welfare; and,
WHEREAS, to assist in assessing traffic signalization and traffic patterns throughout the City, a Request for Qualifications was issued, seeking a consulting firm to assist the City?s Public Works Department in this effort; and,
WHEREAS, over the course of approximately one year, staff and the consultant reviewed the existing traffic signalization system, assessed needs, compared various available signal systems, issued a publicly advertised Request for Information to signal system vendors, tested two systems, and interviewed other governmental agencies currently utilizing these systems; and,
WHEREAS, at the conclusion of this process it was determined that the Naztec Apogee? controller and Naztec ATMS.now? central control system best meet the City?s operational requirements and future signal system needs; and,
WHEREAS, in addition, it was determined that an ethernet-via-copper communications system supplied by Actelis? best meets the City?s operational requirements and future signal system needs where existing copper interconnect infrastructure is sufficient; and,
WHEREAS, in order to provide consistent and efficient operations, the City?s entire signal system needs to be operating with the same equipment; and,
WHEREAS, due to the patented technology contain in this system, this signalization system is available only from a sole source vendor, Western Pacific Signal, LLC; and,
WHEREAS, pursuant to Revised Code of Washington section 39.04.280(1)(a), it is the finding of the City Council of the City of Lakewood that the purchase of this signalization equipment is clearly and legitimately limited to a single source of supply.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON HEREBY RESOLVES, as follows:
Section 1. The City Council of the City of Lakewood does hereby authorize the City Manager to enter into a purchase agreement with Western Pacific Signal, LLC, in an initial amount not to exceed $260,000 for acquisition and installation of an upgraded traffic signal control system.
Section 2. It is hereby recognized that the initial purchase specified above will result in the initial deployment of this new system in sixteen (16) traffic signals located in the Steilacoom Boulevard corridor. Further, it is hereby recognized that this system will ultimately serve seventy (70) or more traffic signals located throughout Lakewood, and that the remainder of the City?s signals will be upgraded to this new system over the next five (5) years as projects and budgets allow.
Section 3. That this Resolution shall be in full force and effect upon passage and signatures hereon.
