CALL TO ORDER

Mayor Thomas called the meeting to order at 7:00 p.m.

ROLL CALL

Councilmembers Present: 7 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Doug Richardson.

FLAG SALUTE

The Pledge of Allegiance was led by Mayor Thomas.

REPORTS BY THE CITY MANAGER

City Manager Neiditz reported that on October 2, 2007, at 6:30 p.m., a community meeting will be held in Tillicum about alternative transportation scenarios on Union Avenue. He reported that the Request for Qualifications for professional services in developing an economic feasibility study was let last week.

City Manager Neiditz reported that on October 4, 2007, at 6:00 p.m., the Lakewood Rotary will be discussing the International Baccalaureate program at the Boys and Girls Club HOPE Center. He also announced that on October 22, 2007, at 5:00 p.m., the Clover Park School District Board Workshop will be held on academic matters, in which the Council is invited to attend.

City Manager Neiditz provided an update on the community street ends meeting last week.

PROCLAMATIONS AND PRESENTATION

Youth Council Report.

Youth Council Chris Badger reported on their work with the Autumn Leaf Health and Safety Festival and Make A Difference Day project. He then reported on activities at Lakes High School, Steilacoom High School and Clover Park High School.

Councilmember Neary presented a proclamation declaring October 2007 as Make A Difference Month to the Youth Council.

Proclamation declaring October 2007 as Domestic Violence Awareness Month and a Presentation on Domestic Violence Awareness.

Councilmember Richardson presented a proclamation declaring October 2007 as Domestic Violence Awareness Month and a Presentation on Domestic Violence Awareness to Ms. Ann-Marie Dvorak, City of Lakewood Domestic Violence Advocate, and Lakewood Investigator Ralph Rocco, representing the Lakewood Partners Against Domestic Violence.

Ms. Dvorak and Mr. Rocco presented an update on domestic violence cases in Lakewood.

Proclamation declaring October 7-13, 2007 as Fire Prevention Week.

Councilmember McGovern presented a proclamation declaring October 7-13, 2007 as Fire Prevention Week to Ms. Hallie McCurdy, Fire Inspector of the Lakewood Fire District 2.

Clover Park School District Board Report.

Clover Park School District (CPSD) Vice President Connie Coleman-Lacadie invited the Council to attend the CPSD Board Workshop on October 22, 2007. She reported that the CPSD Board meetings have been changed to 6:00 p.m. from 7:00 p.m.

Ms. Coleman-Lacadie reported on the gains received from one of the CPSD schools that were recognized by the State Superintendent of Schools. She then reported on other schools which have International Baccalaureate programs in their schools.

PUBLIC COMMENTS

Speaking before the Council were:

Eileen Kelly, Lakewood resident, spoke about a Primley Park neighborhood group meeting and information provided by a Police Department Community Service Officer.

Ed Kane, Lakewood resident, commented on an art exhibit to be held on October5-30, 2007.

Dennis Haugen, Lakewood resident, spoke about misinformation.

Setting Monday, November 5, 2007, at approximately 7:00 p.m., as the date for a public hearing by the City Council on the proposed 2008 City of Lakewood budget and the 2008 mill levy rate.

H. Motion No. 2007-41

Authorizing the City Manager to execute the continuation of a grant agreement with the Department of Justice, in the amount of $149,017, for the Gang Resistance Education and Training (GREAT) Program from June 1, 2007 to November 30, 2008.

Councilmember Neary requested that Motion No. 2007-41 be moved to the Regular Agenda.

COUNCILMEMBER FINNIGAN MOVED TO ADOPT ITEM NOS. A-G OF THE CONSENT AGENDA AS PRESENTED. SECONDED BY DEPUTY MAYOR ARBEENY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2007-42 appointing Heejin Joh, Maria Maxey, Morris Northcutt and Marcus Walker to serve on the Lodging Tax Advisory Committee for three-year terms.

COUNCILMEMBER RICHARDSON MOVED TO CONFIRM THE APPOINTMENTS OF HEEJIN JOH, MARIA MAXEY, MORRIS NORTHCUTT AND MARCUS WALKER TO SERVE ON THE LODGING TAX ADVISORY COMMITTEE FOR THREE-YEAR TERMS. SECONDED BY DEPUTY MAYOR ARBEENY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2007-43 appointing Ken Enslow, Reginald Pearsall and Beth Tate to serve on the Lakewood Arts Commission for three-year terms.

ORDINANCES

Ordinance No. 456 adopting the findings of fact and extending a moratorium on the filing of applications for licenses, permits and approvals for card rooms (casino gambling) for an additional six months.

COUNCILMEMBER FINNIGAN MOVED TO ADOPT ORDINANCE NO.456. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED WITH DEPUTY ARBEENY AND COUNCILMEMBER CRONK VOTING IN OPPOSITION.

Ordinance No. 457 authorizing an interfund loan from the Surface Water Management Fund, in an amount not to exceed $964,939, for the construction of street improvements for Local Improvement District No. E1108 (Panattoni).

DEPUTY MAYOR ARBEENY MOVED TO ADOPT ORDINANCE NO. 457. SECONDED BY COUNCILMEMBER RICHARDSON. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Ordinance No. 458 adopting the Hearing Examiner?s findings, conclusions and recommendations and confirming the final assessment roll, in the amount of $880,000, for the construction of street improvements on South Tacoma Way SW, 112th Street S and 34 Avenue S for Local Improvement District No. E1108 (Panattoni).

COUNCILMEMBER FINNIGAN MOVED TO ADOPT ORDINANCE NO. 458. SECONDED BY COUNCILMEMBER CRONK. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

RESOLUTIONS

Resolution No. 2007-19 adopting the Fiscal Year 2008 Policy Statement for the Consolidated Plan for the Community Development Block Grant (CDBG) & HOME Investment Partnership Act (HOME) programs.

COUNCILMEMBER MCGOVERN MOVED TO ADOPT RESOLUTION NO. 2007-19. SECONDED BY COUNCILMEMBER NEARY.

UNFINISHED BUSINESS

Councilmember Neary questioned the budget process and discussions relative to neighborhood policing programs and the Community Service Officer positions.

NEW BUSINESS

None.

BRIEFING BY THE CITY MANAGER

City Manager Neiditz reported that there has been a series of discussions relative to audit concerns about the HOME projects with the Tacoma and Lakewood Consortium.

City Manager Neiditz distributed copies of the 2008 Preliminary Budget.

CITY COUNCIL COMMENTS

Councilmember Cronk reported on an incident about two lost pit bulls in his business parking lot and expressed concern that the City?s Animal Control Officers (ACOs) were not available when he called and found that the ACOs were in training in Auburn. He expressed concern about providing for backup coverage.

Councilmember Finnigan asked that City staff provide an update on the runway clear zones after the budget workshops.

Deputy Mayor Arbeeny reported that he will send the City Manager an email about an abatement that was brought to his attention from a citizen.

Councilmember Richardson announced that on October 22, 2007, at 2:00 p.m., he will be attending a memorial for fallen Ft. Lewis soldiers.

Mayor Thomas commented on the Hope Community Church dedication ceremony she attended.

Mayor Thomas reported on the neighborhood leaders meeting she held last week.

Mayor Thomas reminded the members of their Voucher Committee assignments.
