CALL TO ORDER

Mayor Thomas called the meeting to order at 7:00 p.m.

ROLL CALL

Councilmembers Present: 5 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan and Walter Neary.

Councilmembers Absent: 2 ? Councilmembers Helen McGovern (arrived at 7:04 p.m.) and Doug Richardson (arrived at 7:02 p.m.).

PROCLAMATIONS AND PRESENTATIONS

Youth Council Report.

Youth Councilmember Kim reported on the Youth Council?s first official meeting to discuss their 2007-2008 projects. She then reported on their work on the Tacoma Youth Advisory Board, Habitat for Humanity, and Coffee with the Mayor. She then provided school reports for Lakes High School, Steilacoom High School, Clover Park High School and A-I High School.

Mayor Thomas asked that the upcoming Youth Council introduce themselves. Youth Councilmembers for 2007-2008 introduced themselves.

Presentation of National Night Out recognition awards.

Mr. and Mrs. Mike and Sharron Kanter, National Night Out Chairs presented Certificates of Appreciation and National Night Out signs to neighborhood groups who organized a National Night Out event. Mr. Kanter added that over 4,000 individuals participated in the event.

Clover Park School District Board Report.

Clover Park School District (CPSD) Vice President Connie Coleman-Lacadie reported that school starts on September 5, 2007. She asked that she be provided an opportunity to speak to the Council at a future Study Session about improvements at Lakes High School.

Ms. Coleman-Lacadie invited the Council to attend the September 10, 2007 farewell gathering for outgoing Superintendent Dr. Doris Harris.

Discussion ensued on what the CPSD process was for providing citizen participation in the hiring of the new Superintendent.

PUBLIC COMMENTS

Speaking before the Council were:

Carol Wier, Lakewood resident, complimented City Parks staff for their work at Ft. Steilacoom Park. She also thanked City Public Works staff for filling a pothole she reported so promptly. She announced that an Operation HomeFront Washington Freedom Walk will be held on September 11, 2007, starting at 5:15p.m., with the actual walk starting at 6:00 p.m.

Helen Johnson, Lakewood resident, asked if the City could impose a fine for shopping carts that are taken from businesses and found in residential areas. She then spoke against installing speed bumps on 108th Street near St. Frances Cabrini.

Dennis Haugen, Lakewood resident, spoke about misinformation relative to sewer permits.

Maria Porter, Lakewood resident, spoke about vegetation and blackberry taking over sidewalks on Farwest Drive.

Ken Severe, Lakewood resident, spoke about the process for adopting the Tillicum moratorium?s findings-of-fact on tonight?s agenda.

H. Resolution No. 2007-16

Setting Monday, September 17, 2007, at approximately 7:00 pm., as the date for a public hearing by the City Council relative to extending a moratorium on the filing of applications for licenses, permits and approvals for card rooms (casino gambling) for an additional six months.

COUNCILMEMBER FINNIGAN MOVED TO ADOPT THE CONSENT AGENDA AS PRESENTED. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

R E G U L A R A G E N D A

PUBLIC HEARINGS AND APPEALS

This is the date set for a public hearing by the City Council relative to the abatement of a dangerous building at 14514 Washington Avenue SW.

Speaking before the Council were:

Dennis Haugen, Lakewood resident, spoke about abatements of other residences and the filing of liens.

Gene Rossi, on behalf of brother (owner of abated property), spoke about his brother?s circumstances relative to the abatement and asked if the City could, as a condition of the lien, provide that the property be used for affordable low-income housing.

There being no further testimony, the hearing was declared closed.

ORDINANCES

Ordinance No. 454 adopting the findings-of-fact on the moratorium for the filing of applications for licenses, permits and approvals for new residential and commercial development in portions of the Tillicum neighborhood through January 16, 2008.

DEPUTY MAYOR ARBEENY MOVED TO ADOPT ORDINANCE NO. 454. SECONDED BY COUNCILMEMBER NEARY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

UNFINISHED BUSINESS

Councilmember Richardson asked if the Council would consider having a Council Study Session discussion of the lien on the property being abated at 14514 Washington Avenue SW.

NEW BUSINESS

Motion No. 2007-35 awarding a bid to Woodworth and Company, Inc., in the amount of $166,998.50, for the construction of an access road in the Lakewood Industrial Park to the new Lakewood Police Station.

COUNCILMEMBER RICHARDSON MOVED TO AWARD A BID TO WOODWORTH AND COMPANY, INC., IN THE AMOUNT OF $166,998.50, FOR THE CONSTRUCTION OF AN ACCESS ROAD IN THE LAKEWOOD INDUSTRIAL PARK TO THE NEW LAKEWOOD POLICE STATION. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2007-36 awarding a bid to S & W Utility Contractors, Inc., in the amount of $294,206.41, for the construction of storm drainage improvements on South Tacoma Way and Steilacoom Boulevard SW.

CITY COUNCIL COMMENTS

Councilmember McGovern reported on a misleading Keller Williams Realty ad in Sound Life, Over 55 Section of The News Tribune alluding that the City is offering $7,000 down payment assistance loans for two condominium complexes.

Councilmember Neary commented on the 35th anniversary of the Korean Women?s Association celebration he attended. He indicated that Crystal Brame?s father thanked the City of Lakewood for providing funding for the Crystal Brame DV Family Justice Center.

Councilmember Richardson commented on the memorial service this Thursday for Ft. Lewis fallen soldiers. He encouraged the Council and members of the audience to participate in the Freedom Walk.

Deputy Mayor Arbeeny commented on the Community Development Block Grant (CDBG) Citizens? Advisory Board meeting he attended and their discussion on CDBG-funded programs and housing assistance provided as reported in the Fiscal Year 2006 Consolidated Annual Performance Evaluation Report.

Deputy Mayor Arbeeny indicated that he will be out of town beginning on Thursday, September 6, 2007, through part of next week.

Mayor Thomas commented on the Northeast Neighborhood Association meeting she attended.
