CALL TO ORDER

Mayor Thomas called the meeting to order at 7:01 p.m.

ROLL CALL

Councilmembers Present: 6 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern and Doug Richardson.

Councilmember Excused: 1 ? Councilmember Walter Neary.

FLAG SALUTE

The Pledge of Allegiance was led by Mayor Thomas.

REPORTS BY THE CITY MANAGER

City Manager Neiditz announced that the April 9, 2007 Council meeting is cancelled.

City Manager Neiditz announced that the Pierce County Regional Council meeting will be held on April 19, 2007 and that funding for 100th Street improvements is being considered.

City Manager Neiditz announced that a visitor at the Special Commitment Center Facility on McNeil Island managed by the Washington State Department of Social and Health Services created a violation of several protocols and that the Police Department is working to correct the situation.

PROCLAMATIONS AND PRESENTATIONS

Youth Council Report.

Youth Council Kim reported on the March 9, 2007 Lakewood Amazing Race event, Habitat for Humanity project, Relay for Life event, recruiting Youth Councilmembers for next year, and activities at various high schools.

Proclamation declaring April 2007 as Records and Information Management Month.

Councilmember Cronk presented a proclamation declaring April 2007 as Records and Information Management Month to Ms. Erika Sullivan, Sr. Office Assistant/Records Specialist and Mr. Lane DeLarme, Information Systems Manager, of the City of Lakewood.

Clover Park School District Board Report.

Clover Park School District (CPSD) Vice President Connie Coleman-Lacadie thanked the Youth Council for getting on board with the Relay for Life event. She announced that the Washington Assessment for Student Learning (WASL) testing will be held on April 16 ? May 4, 2007; that the April 9, 2007 Science Fair winners will be recognized prior to the CPSD Board meeting; and that some members of the CPSD Board will be attending the National Board Conference in San Francisco on April 14, 2007.

Ms. Coleman-Lacadie reported that a selection has been made for the Deputy Superintendent position and that Debbie LeBeau was selected to fill the position starting July 1, 2007. She added that Mr. Ron Banner has moved to Mann Middle School.

PUBLIC COMMENTS

Speaking before the Council were:

Glen Spieth, Lakewood resident, spoke about the skateboard park and the Tillicum Neighborhood Plan.

Dennis Haugen, Lakewood resident, spoke about a police vehicle accident.

Ken Severe, Lakewood resident, spoke about Qwest charging a City tax of 6.382 percent instead of 6 percent.

ORDINANCES

Ordinance No. 445 establishing Chapter 9.75 of the Lakewood Municipal Code relative to harming police dogs.

DEPUTY MAYOR ARBEENY MOVED TO ADOPT ORDINANCE NO. 445. SECONDED BY COUNCILMEMBER RICHARDSON. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Lakewood City Council Minutes -4- April 2, 2007

Motion No. 2007-15 authorizing the City Manager to execute an agreement with the Washington Community, Trade and Economic Development Department for a Lead Hazard Control grant for making low-income housing units with lead based paint hazards lead safe through October 2008.

COUNCILMEMBER FINNIGAN MOVED TO AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE WASHINGTON COMMUNITY, TRADE AND ECONOMIC DEVELOPMENT DEPARTMENT FOR A LEAD HAZARD CONTROL GRANT FOR MAKING 12 LOW-INCOME HOUSING UNITS WITH LEAD-BASED PAINT LEAD SAFE, AND AUTHORIZING CITY STAFF TO REQUEST ADDITIONAL FUNDING, IF AVAILABLE, FOR MAKING UP TO 24 UNITS LEAD SAFE, IF ADDITIONAL ELIGIBLE UNITS WERE FOUND. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2007-16 approving the preparation of a Neighborhood Plan for the Tillicum community.

COUNCILMEMBER RICHARDSON MOVED TO APPROVE THE PREPARATION OF A NEIGHBORHOOD PLAN FOR THE TILLICUM COMMUNITY. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2007-17 authorizing the City Manager to execute an amendment to the agreement with Perteet, Inc., in an amount not to exceed $248,907.68, for additional design and construction administration services for the Pacific Highway improvements project from Bridgeport Way SW to 108th Street.

COUNCILMEMBER CRONK MOVED TO AUTHORIZE THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH PERTEET, INC., IN AN AMOUNT NOT TO EXCEED $248,907.68, FOR ADDITIONAL DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE PACIFIC HIGHWAY IMPROVEMENTS PROJECT FROM BRIDGEPORT WAY SW TO 108TH STREET. SECONDED BY DEPUTY MAYOR ARBEENY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2007-18 awarding a bid to Tucci and Sons, Inc., in the amount of $2,398,333, for the construction of street signalization improvements on Pacific Highway South including the intersection at Bridgeport Way SW and 47th Avenue to the Railroad Bridge.

COUNCILMEMBER RICHARDSON MOVED TO AWARD A BID TO TUCCI AND SONS, INC., IN THE AMOUNT OF $2,398,333, FOR THE CONSTRUCTION OF STREET SIGNALIZATION IMPROVEMENTS ON PACIFIC HIGHWAY SOUTH INCLUDING THE INTERSECTION AT BRIDGEPORT WAY SW AND 47TH AVENUE TO THE RAILROAD BRIDGE. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

BRIEFING BY THE CITY MANAGER

None.

CITY COUNCIL COMMENTS

Councilmember Finnigan asked for details of the police vehicle incident mentioned under citizen comment relative to ?totaling' a police vehicle by hitting a curb.

Councilmember Finnigan asked if the City is monitoring the overtaxing of Qwest utility tax charges for a number of years.

Councilmember Cronk thanked Police Chief Saunders for responding to citizens? concerns.

Councilmember Cronk spoke about six animal licensing complaints he has received about the company issuing licenses and that the agency has been unresponsive.

Councilmember Cronk asked if citizens could be informed about the abatement process, how the Yew Lane property was abated and how the property was sold to Habitat for Humanity for affordable housing.

Councilmember Cronk commented on the off-leash dog park at Ft. Steilacoom Park.
