CALL TO ORDER

Mayor Thomas called the meeting to order at 7:03 p.m.

ROLL CALL

Councilmembers Present: 7 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Doug Richardson.

FLAG SALUTE

The Pledge of Allegiance was led by Mayor Thomas.

REPORTS BY THE CITY MANAGER

City Manager Neiditz indicated that he will provide a report summary of hearing examiner cases to the Council as requested. He then reported on the Council Rules that staff is working on which will be discussed at next week?s Study Session, the status of the storm debris clean-up in 70 locations, and launching of the City?s online citizen comment service request system.

City Manager Neiditz introduced Jeff Brewster who is the new Communications/ Government Relations Director.

City Manager Neiditz reminded the Council that the next Association of Washington Cities Legislative Conference will be held on February 14-15, 2007.

PROCLAMATIONS AND PRESENTATIONS

Youth Council Report.

Youth Council reported on the Lakewood?s Promise Habitat for Humanity home youth build project at the Tacoma Dome and other activities of the Youth Council.

Proclamation declaring the Hopkins House as a Lakewood Historic Landmark.

Councilmember Neary presented a proclamation declaring the Hopkins House as a Lakewood Historic Landmark to Mr. and Mrs. James and Priscilla Hopkins, Owner of Hopkins House.

Proclamation recognizing the McNeil Island Corrections Center Hobby Shop, Sisters of Charity at the Washington Corrections Center for Women and the McChord Officers? Spouses Club for donating handmade toys for the 2006 Holiday Tree Lighting Celebration.

Councilmember McGovern presented a proclamation recognizing the McNeil Island Corrections Center Hobby Shop, Sisters of Charity at the Washington Corrections Center for Women and the McChord Officers? Spouses Club for donating handmade toys for the 2006 Holiday Tree Lighting Celebration to Ms. Emily Slagle of McNeil Island Corrections Center Hobby Shop, Ms. Leigh Henderson of Sisters of Charity at the Washington Corrections Center for Women, and Ms. Joan Wasserstrom of McChord Officers? Spouses Club.

Clover Park School District Board Report.

None.

PUBLIC COMMENTS

Speaking before the Council were:

Kristy Kernen, Lakewood Police Volunteer, spoke about the number of tickets issued, disabled parking volunteers training, and the number of volunteer hours worked.

Glen Spieth, 5928 Steilacoom Boulevard, spoke about a rumble at the skatepark on Bridgeport Way SW and the 9-1-1 call that was placed.

Dennis Haugen, Lakewood resident, spoke about the house that was destroyed by fire in which a family has been trying to rebuild for sixteen months.

Representative for the Lakewood Ford dealership spoke favorably about the City?s Building Permitting Division and the services he received.

ORDINANCES

Ordinance No. 437 vacating a portion of 47th Avenue SW right-of-way to provide parking spaces for the Lakewood Ford dealership.

NEW BUSINESS

Motion No. 2007-05 authorizing the City Manager to execute an agreement with the Humane Society for Tacoma and Pierce County for animal sheltering services from January 1, 2007 through December 31, 2008.

COUNCILMEMBER RICHARDSON MOVED TO AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE HUMANE SOCIETY FOR TACOMA AND PIERCE COUNTY FOR ANIMAL SHELTERING SERVICES FROM JANUARY 1, 2007 THROUGH DECEMBER 31, 2008. SECONDED BY COUNCILMEMBER MCGOVERN. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2007-06 authorizing the City Manager to execute an agreement with The Transpo Group, Inc., in an amount not to exceed $659,600, for engineering services for roadway and storm drainage improvements on Pacific Highway from Gravelly Lake Drive SW to Bridgeport Way SW.

COUNCILMEMBER MCGOVERN MOVED TO AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE TRANSPO GROUP, INC., IN AN AMOUNT NOT TO EXCEED $659,600, FOR ENGINEERING SERVICES FOR ROADWAY AND STORM DRAINAGE IMPROVEMENTS ON PACIFIC HIGHWAY FROM GRAVELLY LAKE DRIVE SW TO BRIDGEPORT WAY SW. SECONDED BY COUNCILMEMBER RICHARDSON.

Speaking before the Council were:

Fredric Cornell, Lakewood resident, spoke about unknown factors that the Council needs to consider before it votes and to consult the public prior to making a decision.

Susan Berven, Lakewood resident, spoke about concerns over the loss of parking spaces at her place of business and having to pay for losing parking spaces. She spoke in appreciation of cleaning up the area.

Bill Kittrell, Lakewood resident, spoke about the Citizens? Transportation Review Committee?s decision on the roadway width on Pacific Highway.

ROLL CALL VOTE WAS TAKEN ON THE AMENDMENT RESULTING AS FOLLOWS:

AYES: 4 ? FINNIGAN, ARBEENY, CRONK, MAYOR THOMAS.

NAYS: 3 - MCGOVERN, NEARY, RICHARDSON.

ROLL CALL VOTE WAS TAKEN ON THE MOTION RESULTING AS FOLLOWS:

AYES: 6 ? ARBEENY, CRONK, FINNIGAN, NEARY, RICHARDSON, MAYOR THOMAS.

NAY: 1 - MCGOVERN.

The motion WAS DECLARED ADOPTED.

BRIEFING BY THE CITY MANAGER

City Manager Neiditz reported that procedures are being put in place on the use of the audiovisual (AV) equipment and the use of the Chambers.

City Manager Neiditz reported that the Police Department is investigating the gang fight at the skatepark.

CITY COUNCIL COMMENTS

Councilmember Finnigan spoke about second hand news that Ft. Lewis has an addition to their menu called ?Chicken Watada.?

Deputy Mayor Arbeeny requested that the Council agenda items listed on the Council?s agenda, be linked to individual agenda bills on the website.

Councilmember Neary expressed concern about a functioning AV system.

Executive Session

Mayor Thomas announced that Council will recess into Executive Session for approximately 15 minutes to discuss potential litigation and review of the performance of a public employee.
