ORDINANCE NO. 426
AN ORDINANCE of the City Council of the City of Lakewood, Washington, repealing Ordinance 279 which adopted a biennial budget and reverting back to a fiscal year budget effective January 1, 2007.
WHEREAS, anticipated savings in staff time spent on development and implementation of a biennial budget for the City have not been realized due to the demands of the annual budget adjustment process; and,
WHEREAS, City activity such as new facilities and execution of labor contracts impact the City budget significantly each year; and
WHEREAS, RCW 35A.34.040 allows the City to repeal the ordinance adopting a biennial budget and provide for reversion to a fiscal year budget; and,
WHEREAS, RCW 35A.34.040 provides a biennial budget ordinance may only be repealed effective as of the conclusion of a fiscal biennium; and
WHEREAS, the current fiscal biennium concludes December 31, 2006;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON, DO ORDAIN as Follows:
Section 1. That the City of Lakewood hereby repeal Ordinance No. 279, adopting a biennial budget.
Section 2. That the City of Lakewood hereby revert to a fiscal year budget effective January 1, 2007.
Section 3. Severability. If any portion of this Ordinance or its application to any person or circumstances is held invalid, the remainder of the Ordinance or the application of the provision to other persons or circumstances shall not be affected.
Section 4. Effective Date. That this Ordinance shall be in full force and effect five (5) days after publication of the Ordinance Summary.
