CALL TO ORDER
Mayor Thomas called the meeting to order at 7:02 p.m.
ROLL CALL

Councilmembers Present:  7 ? Mayor Claudia Thomas; Deputy Mayor John Arbeeny; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Doug Richardson.
FLAG SALUTE
The Pledge of Allegiance was led by Ms. Connie Coleman-Lacadie by request of Mayor Thomas.
REPORTS BY THE CITY MANAGER

City Manager Neiditz reminded the Council that the Council will hold Budget Workshops on October 18, 2006, at 6:00 p.m., and October 24, 2006, at 7:00 p.m.  There is no City Council Study Session on October 23, 2006.
City Manager Neiditz then commented on the Lakewood Ford Dealership grand opening ceremony last week.
City Manager Neiditz commented on The News Tribune article about the City of Tacoma?s new web service of tracking citizens? complaints.  He indicated that Lakewood is also planning to launch a similar service in three weeks.
PROCLAMATIONS AND PRESENTATIONS

Proclamation declaring October 23 - 27, 2006 as Adult Literacy Week.
Councilmember Neary presented a proclamation declaring October 23 - 27, 2006 as Adult Literacy Week to Mr. Mike Brandstetter, Associate Dean for Academic Programs, Bates Technical College and to Ms. Wendy Freeman, Adult Basic Education Director, Clover Park Technical College.

Recognizing Jim Senko for community service to the city of Lakewood.
Mayor Thomas presented a Certificate of Appreciation to Mr. Jim Senko recognizing him for community service to the city of Lakewood.

Clover Park School District Board Report.
Clover Park School District Board Vice President Connie Coleman-Lacadie reported on a two-night Washington Assessment for Student Learning (WASL) celebration recognizing over 1,700 students passing three of the four WASL areas.
Ms. Lacadie spoke about a meeting which will be held on October 23, 2006 to discuss the Superintendent?s work plan and the School District?s and Board?s goals.
Ms. Lacadie commented on the student population, which is 700 students lower than expected, and its impacts.
Proclamation declaring October 30 ? November 3, 2006 as Youth Voting Awareness Week.
Deputy Mayor Arbeeny presented a proclamation declaring October 30 ? November 3, 2006 as Youth Voting Awareness Week to Pierce County Auditor Pat McCarthy.
PUBLIC COMMENTS

Speaking before the Council were:
Glen Spieth, Lakewood Historical Society,
commented on Jim Senko?s service to the Lakewood Historical Society.  He then commented on the opening of the Lakewood Historical Museum.
Dennis Haugen, NAAAG,
commented on traffic visibility at 59th and Steilacoom Boulevard.  He then commented on sewers in Tillicum and property tax exemption for multi-family housing.
Fredric Cornell, Lakewood resident
, commented on Initiative 933.  He then commented on the September 12, 2006 Redevelopment Advisory Board minutes.

COUNCILMEMBER CRONK MOVED TO ADOPT THE CONSENT AGENDA AS PRESENTED.  SECONDED BY DEPUTY MAYOR ARBEENY.  VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

PUBLIC HEARINGS AND APPEALS
This is the date set for a public hearing by the City Council relative to extending a moratorium on the filing of applications for licenses, permits and approvals for card rooms (casino gambling) for an additional six months.
Speaking before the Council was:
Greg Backimas, Manager, Great American Casino,
commented on Tacoma?s ballot initiative that banned casinos in Tacoma and the climate in Lakewood.  He spoke about controlling the growth of gaming and expressed support for continuing imposing a moratorium.
There being no further testimony, the hearing was declared closed.
APPOINTMENTS
Motion No. 2006-48 appointing Elizabeth Buck, Scott Campbell, Debra Christnacht, Ken Enslow, Chris Finnigan, Retha Hayward, Lisa Ikeda, Kathy McGoldrick, Shirley Petersen, Phillip Raschke and Ella Tate to serve on the Lakewood Arts Commission.
COUNCILMEMBER MCGOVERN MOVED TO CONFIRM THE APPOINTMENTS OF ELIZABETH buck, scott campbell, debra christnacht, ken enslow, chris finnigan, retha Hayward, lisa ikeda, kathy mcgoldrick, shirley petersen, phillip raschke and ella tate TO SERVE on the lakewood arts commission.  SECONDED BY COUNCILMEMBER NEARY.  VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.
UNFINISHED BUSINESS

COUNCILMEMBER FINNIGAN MOVED TO ADOPT A RESOLUTION OPPOSING INITIATIVE 933.  SECONDED BY COUNCILMEMBER MCGOVERN.
GENERAL SERVICES DIRECTOR/CITY CLERK BUSH READ THE RESOLUTION INTO THE RECORD.
COUNCILMEMBER RICHARDSON MOVED TO TABLE THE RESOLUTION OPPOSING INITIATIVE 933 FOR CONSIDERATION AT A SPECIAL MEETING ON OCTOBER 18, 2006, AT 6:00 P.M. IN THE COUNCIL CHAMBERS.  SECONDED BY COUNCILMEMBER CRONK.  VOICE VOTE WAS TAKEN AND CARRIED WITH COUNCILMEMBER FINNIGAN VOTING IN OPPOSITION.

NEW BUSINESS

Motion No. 2006-49 awarding a bid to Harlow Construction Company, in the amount of $558,268, for the construction of sidewalks, street lighting, and storm drainage improvements on South Tacoma Way, 112th Street SW and 34th Avenue SW (Local Improvement District 1108).

BRIEFING BY THE CITY MANAGER

City Manager Neiditz requested an Executive Session for 15 minutes to discuss potential litigation.
CITY COUNCIL COMMENTS
Councilmember Richardson spoke about the first Public Safety Advisory Committee meeting he attended that was held today.
Councilmember Richardson commented on the October 9 and 10, 2006 Lodging Tax Advisory Committee meetings he attended and their desire to discuss strategic planning of the lodging tax revenues at a Council Study Session.
Councilmember Richardson commented on the mounting of photos of Military Connectors at City Hall.
Deputy Mayor Arbeeny spoke about City Talk and Coffee with the Mayor discussions last week.
Deputy Mayor Arbeeny commented on the draft Council Rules that will be presented to the Council?s Subcommittee.  He requested that the Council devote an entire Study Session on the Council Rules.
Councilmember McGovern spoke about the Franciscan Health System Humanitarian Award given to Diane Formoso.
Councilmember McGovern commented on the Lakewood Water District tour.

Councilmember Cronk commented on the September 12, 2006 Redevelopment Advisory Board meeting minutes and asked that a meeting with the Council and the Chairs of the Council Committees, Boards and Commissions be held to improve on communication.
Mayor Thomas reminded the Council of a Veterans celebration at the November 6, 2006 Council meeting.
Mayor Thomas also commented on the Lakewood Water District tour.
Mayor Thomas indicated that the tree in front of City Hall is lighted in recognition of domestic violence awareness.
Mayor Thomas commented on the America?s Promise Regional Conference she attended and the Community Collaboration discussion on domestic violence.
Councilmember Cronk spoke about the article on the Mayor in the Puget Sound Business Journal.

Mayor Thomas announced that Council will recess into Executive Session for approximately 15 minutes to discuss potential litigation.
