CALL TO ORDER
Mayor Thomas called the meeting to order at 7:01 p.m.

Youth Council Alison Danner reported on the Lakewood?s Promise website, the Communities in Schools open house, the Autumn Leaf Health and Safety Festival on October 7, 2006, and Make A Difference Day planning and kick-off event.

Mayor Thomas presented a proclamation declaring October 28, 2006 as Make A Difference Day and October 2006 as Make A Difference Month to members of the Youth Council.
Proclamation declaring October 2006 as Domestic Violence Awareness Month and a Presentation on Domestic Violence Awareness.
Councilmember McGovern presented a proclamation declaring October 2006 as Domestic Violence Awareness Month to Ms. Ann-Marie Dvorak and Ms. Rebecca Hendricks, Domestic Violence Advocates, and Sgt. Thom Stewart, representing the Lakewood Partners Against Domestic Violence.
Domestic Violence Advocates Rebecca Hendricks and Ann Marie Dvorak then showed a Powerpoint presentation on domestic violence awareness.

Councilmember Finnigan presented a proclamation declaring October 8-14, 2006 as Fire Prevention Week to Ms. Hallie McCurdy, Prevention Specialist of Lakewood Fire District 2.
Proclamation declaring the week of October 2, 2006 as Friends of Lakewood Library?s Membership Drive.
Councilmember Cronk presented a proclamation declaring the week of October 2, 2006 as Friends of Lakewood Library?s Membership Drive to Mr. Lynn Gracey, Treasurer of the Friends of Lakewood Library.
Proclamation declaring October 2006 as YWCA Pierce County Month.
Councilmember Richardson presented a proclamation declaring October 2006 as YWCA Pierce County Month to Ms. Miriam Barnett, Executive Director of YWCA Pierce County.

commented on the Lakewood Historical Society, sidewalks on Fairlawn Avenue, and a blind corner at Steilacoom Boulevard and 59th Avenue.

commented on a letter by the City Prosecutor in response to a request to prosecute the parents of a youth involved in a criminal matter.

          Setting Monday, October 16, 2006, at approximately 7:00 p.m., as the date for a public hearing by the City Council relative to extending a moratorium on the filing of applications for licenses, permits and approvals for card rooms (casino gambling) for an additional six months.
COUNCILMEMBER FINNIGAN MOVED TO ADOPT THE CONSENT AGENDA AS PRESENTED.  SECONDED BY COUNCILMEMBER CRONK.
ROLL CALL VOTE WAS TAKEN RESULTING AS FOLLOWS:
AYES:  6 ?  ARBEENY, CRONK, FINNIGAN, MCGOVERN, RICHARDSON, AND MAYOR THOMAS.

Michael Brandstetter, Lakewood resident,
commented on the Fiscal Year 2007 Community Development Block Grant (CDBG) and HOME policy statement, and how CDBG funds are helping the needs of citizens instead of their mobile homes.
Robert Kepka, Lakewood resident,
commented on spending funds for mobile home repairs of older units.

BRIEFING BY THE CITY MANAGER

City Manager Neiditz reported that a draft of the Council Rules will be provided to the Council by Wednesday, October 4, 2006.
City Manager Neiditz indicated that City Attorney Wachter will be meeting with the homeowners? attorney of the Lake Steilacoom Improvement Club to discuss the City?s street ends policy and plan.
City Manager Neiditz distributed copies of the 2007-2008 preliminary budget.  He reminded the Council that the October 4, 2006 budget workshop will begin at 6:00 p.m.  He indicated that that he will be asking the Council to consider switching to an annual budget versus a biennial budget process.
CITY COUNCIL COMMENTS
Councilmember Cronk announced that Mayor de Guzman from Bauang, Philippines will be in Lakewood on November 6, 2006 and encouraged the City to make an announcement and recognize his arrival.
Councilmember Finnigan commented about an apartment owner whose apartment complex burned and his pleasant experience in dealing with Community Development staff in rebuilding it.
Councilmember Finnigan commented on Richard Rabisa?s comments about holding parents accountable for their children?s action.
Councilmember Richardson indicated that he will be returning to Lakewood late on October 4, 2006, and may be arriving late for the Budget Workshop.
Councilmember Richardson asked for an update on the algae bloom in Lakewood Steilacoom and the effects of the solar bees.
Councilmember Richardson asked for a status of the outcome of the chemical treatment testing at Waughop Lake.
Councilmember Richardson indicated that photos of the military Community Connector liaisons will be hung at City Hall.

Councilmember Richardson asked if the construction of a left hand turn lane from Orchard Street onto 72nd Street near H & L Produce will commence and be completed when Walmart opens.  This improvement was a funding condition of the Walmart developer to address the anticipated increase in traffic.
Deputy Mayor Arbeeny asked if the 3814 84th Street SW lien on the property will prohibit the issuance of future building permits on that site.
Deputy Mayor Arbeeny commented on the Lions Oktoberfest event.
Mayor Thomas commented that, on November 6, 2006, a reception recognizing veterans will be held prior to the Council meeting.
Mayor Thomas commented on a meeting she attended with Police Chief Saunders, County Executive Ladenburg, Tacoma City Manager Eric Anderson and Senator Mike Carrell to discuss police pilot projects.
