RESOLUTION NO. 2006-24
A RESOLUTION of the City Council of the City of Lakewood, Washington, approving, subject to conditions, the first update of the Chambers Creek Properties Master Site Plan pursuant to the Joint Procedural Agreement in response to Pierce County Resolution No. R2006-36.
WHEREAS, Pierce County, through its Public Works and Utilities Department, acquired the 930+-acre Chambers Creek Properties for both wastewater recycling uses and public recreation and open space purposes; and
WHEREAS, in 1995, Pierce County began the process of planning for its Chambers Creek Properties, which culminated in the adoption of the Chambers Creek Properties Master Site Plan and Final Environmental Impact Statement in 1997; and
WHEREAS, the Pierce County Council passed Ordinance No. 97-71s on August 19, 1997, which adopted the Chambers Creek Properties Master Site Plan; and
WHEREAS, the Chambers Creek Properties Master Site Plan and the associated Joint Procedural Agreement, the detailed operational agreement between the cities of Lakewood and University Place and Pierce County, were adopted by the Lakewood City Council on January 3, 2000; University Place City Council on February 7, 2000; and the Pierce County Council on June 6, 2000, in order to facilitate use and development of the Chambers Creek Properties; and
WHEREAS, the Chambers Creek Properties Master Site Plan includes direction for updating the plan every ten (10) years; and
WHEREAS, on November 15, 2004, the City Council of the City of Lakewood passed Resolution No. 2004-25 concurring with the Pierce County Council?s formal request of the City, as a Master Site Plan partner, that the amendment process could move forward and that such an expression of concurrence at the time did not include a commitment to adopt the amendment and/or fund any or all of the projects under the amendment or Master Site Plan; provided, that once the amendment process was completed, the City would have additional opportunities to review and consider the potential adoption of any amendment(s); and
WHEREAS, Pierce County?s update process included appointing a citizens? and resource committee, numerous public meetings on proposed plan amendments, and three public hearings on an associated Supplemental Environmental Impact Statement; and
WHEREAS, Pierce County desires that the Chambers Creek Properties Master Site Plan be amended to: add casita or cabin-type lodging, an environmental institute, shore boardwalks and a Central Meadow event space; revise the locations of the arboretum and environmental education center; increase parking and area for restaurants and concessions; remove ?Area 4? and a botanical garden from the Master Site Plan; delete reference to relocating the railroad right of way; and phase out the University Place School District bus storage and maintenance facility; and
WHEREAS, on April 18, 2006, the Pierce County Council passed Resolution No. R2006-36 directing that the proposed Chambers Creek Properties Master Site Plan Update be referred to the cities of Lakewood and University Place for review and approval pursuant to the Joint Procedural Agreement; and
WHEREAS, any concurrence on the City?s part with requested amendments or the update as a whole does not constitute a commitment to participate in funding any or all improvements of any kind related to the amendment or update;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKEWOOD, WASHINGTON, DOES HEREBY RESOLVE as follows:
Section 1. The Lakewood City Council hereby approves the proposed amendments constituting the update of the Chambers Creek Properties Master Site Plan as presented in Pierce County Resolution No. R2006-36.
Section 2. Such approval of the proposed update to the Chambers Creek Master Site Plan as presented in Pierce County Resolution No. R2006-36 is conditioned on an amendment to the Chambers Creek Properties Design Standards and Guidelines that accomplishes the following:
1. Impacts from large special events at the Golf Course and/or Central Meadow are appropriately mitigated in accordance with a plan document; and
2. A requirement that the proposed environmental institute at the wastewater treatment facility be subject to an Essential Public Facilities Permit if any portion of the institute is to be used in support of the wastewater treatment facility; and
3. Lodging at the Properties be limited to not more than eighteen (18) units in a clubhouse or one (1) single building and the remainder of the units in attached or detached single-story cabins; and
4. The total amount of lodging at the Properties shall not exceed one hundred twenty-four (124) units; and
5. To ensure lodging at the Properties will be primarily in support of the golf course, no lodging will be issued building permits prior to 2012; and
6. Amendment of the Design Standards and Guidelines to require that temporary structures adhere to the same standards as permanent structures.
Section 3. The Lakewood City Council?s acceptance of the requested amendments does not constitute an agreement to participate in funding any or all improvements of any kind related to the amendments.
Section 4. The Lakewood City Council does not support surcharges, rate and/or fee increases for capitalization/operational costs associated with development of the golf course and lodging facilities within the Chambers Creek Properties Master Site Plan.
