CALL TO ORDER
Mayor Harrison called the meeting to order at 7:02 p.m.
ROLL CALL
Councilmembers Present: 7 - Mayor Bill Harrison; Deputy Mayor Claudia Thomas; Councilmembers John Arbeeny, Pad Finnigan, Larry Humphrey, Helen McGovern and Doug Richardson.
FLAG SALUTE
The Pledge of Allegiance was led by Mayor Harrison.
REPORTS BY THE CITY MANAGER
City Manager Rohlfs distributed copies of the 2004 Voucher Committee list to the Council.
PUBLIC COMMENTS
Speaking before the Council were:
Richard Rabisa, #2 Thornewood Lane SW, thanked the Mayor and Larry Humphrey for service to the City.
Tony Robinson, Lakewood Chamber of Commerce, thanked Mayor Harrison for his service to the community and businesses.

Jim Senko, Lakewood resident, spoke about the City flower, the camellia and presented the Mayor with a camellia.
Dianna Kielian, St. Clare Hospital, thanked Mayor Harrison for eight years of service and dedication to the community.
Bob Warfield, Candlewyck Drive, spoke about concerns on the amendments of the Comprehensive Plan relative to the Walmart project.

Setting Tuesday, January 20, 2004, at approximately 7:00 p.m., as the date for the public hearing by the City Council to consider vacating a portion of 77th Street W right-of-way, located south of Custer Road W, east of Bridgeport Way W, and north of Flett Creek, to expand the existing Classy Chassis business at 7701 Custer Road W.
J. Motion No. 2003-46
Authorizing the execution of Addendum No. 1 to the agreement with Pierce County for the maintenance of streets, bridges, signs, signals, sidewalks and drainage systems in the City of Lakewood.
K. Motion No. 2003-47
Authorizing the execution of Addendum No. 1 to the interlocal agreement with Pierce County, in the amount of $105,000, for Ft. Steilacoom Park maintenance through December 31, 2003.
Deputy Mayor THOMAS MOVED TO ADOPT THE CONSENT AGENDA AS PRESENTED. SECONDED BY COUNCILMEMBER HUMPHREY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

CITY COUNCIL COMMENTS
Mayor Harrison commented on a meeting he had with Secretary Braddock with regard to Western State Hospital and payment for police services.
PROCLAMATIONS AND PRESENTATIONS
Proclamation extending appreciation to Larry Humphrey for dedicated service to the Lakewood City Council and citizens of Lakewood.
Mayor Harrison presented a proclamation and plaque to Councilmember Humphrey extending appreciation to him for dedicated service to the Lakewood City Council and citizens of Lakewood.

Deputy Mayor Thomas, members of the Council and citizens thanked Mayor Harrison for his leadership, dedicated service and support to the citizens of Lakewood for the past eight years as Lakewood's first Mayor. General Edward Soriano, Ft. Lewis Commander; General Michael Dunn, Madigan Commander; General Gordon Toney and Colonel Robert Allardice of McChord Air Force Base; Mayor Stan Biles of Olympia; Ken Sharp of the Lakewood Fire Department #2; and City Manager Rohlfs spoke in appreciation of Mayor Harrison's contribution and service to Lakewood's community.
Councilmember Richardson then presented a proclamation to Mayor Bill Harrison recognizing him for dedicated service as Lakewood's first Mayor.
Councilmember McGovern also presented a memory scrapbook and read letters from the scrapbook about Mayor Harrison and his service to Lakewood.
Deputy Mayor Thomas showed a video of Mayor Harrison's eight years of service as Lakewood's First Mayor.
Deputy Mayor Thomas thanked the organizing committee members who helped organize the event.
