CALL TO ORDER

Deputy Mayor Anderson called the meeting to order at 7:01 p.m.

ROLL CALL

Councilmembers Present: 6 ?Deputy Mayor Don Anderson; Councilmembers Ron Cronk, Pad Finnigan, Helen McGovern, Walter Neary and Claudia Thomas.

Councilmember Excused: 1 ? Mayor Douglas Richardson.

FLAG SALUTE

The Pledge of Allegiance was led by Deputy Mayor Anderson.

REPORTS BY THE CITY MANAGER

City Manager Neiditz announced that the Council will hold a budget workshop after tonight?s regular meeting and also on October 26, 2009. He added that the public hearing on the budget is scheduled for November 2, 2009. He also announced that the Point Defiance Bypass presentation is scheduled for the November 9, 2009 Council Study Session.

City Manager Neiditz announced that the First 5 Fundamentals will hold a reception on October 22, 2009 and that its Executive Director will be making a presentation before the City Council on November 2, 2009 about their program.

City Manager Neiditz spoke about the Adopt-a-Company program with the 4-2 Stryker Brigade Team, Lakewood?s Community Connector, on which Communications/Government Relations Director Brewster provided a PowerPoint presentation and video.

PROCLAMATIONS AND PRESENTATIONS

Proclamation declaring October 2009 as Domestic Violence Awareness Month and a Presentation on Domestic Violence Awareness.

Councilmember McGovern presented a proclamation declaring October 24, 2009 as Domestic Violence Awareness Month to Ms. Ann-Marie Evans, Victim Advocate for the City of Lakewood.

Deputy Mayor Anderson presented a proclamation declaring October 24, 2009 as Make A Difference Day and the month of October as Make A Difference Month to Ms. Helen McGovern, Executive Director, Emergency Food Network; Ms. Laurel Lemke, Graves Concerns Chairperson; Ms. Doris Johnson, Co-Chairperson, Friends of Fort Steilacoom Park & Nature; Ms.Diane Formoso, Executive Director, Caring for Kids; Ms. Hallie McCurdy, Assistant Fire Marshal, Lakewood Fire Department and Mr.Ashok Chandwaney, Youth Council Member.

Speaking before the Council was:

Dennis Haugen, Lakewood resident, spoke about the Council?s Budget Workshop sessions with focus on the Community Development taking on a lot of programs and how surrounding cities are dealing with economic development.

Setting Monday, November 2, 2009, at approximately 7:00 p.m., as the date for a public hearing by the City Council on the proposed 2010 budget and mill levy rate.

COUNCILMEMBER THOMAS MOVED TO ADOPT THE CONSENT AGENDA AS PRESENTED. SECONDED BY COUNCILMEMBER finnigan. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

APPOINTMENTS

Motion No. 2009-55 appointing Thomas Ballard, Christopher Webber and Levi Wilhelmsen to serve on the Citizens Transportation Advisory Committee through November 5, 2012, and reappointing John Paul Wagemann to fill an unexpired term through November 5, 2011.

COUNCILMEMBER FINNIGAN MOVED TO APPOINT THOMAS BALLARD, CHRISTOPHER WEBBER, AND LEVI WILHELMSEN TO SERVE ON THE CITIZENS TRANSPORTATION ADVISORY COMMITTEE THROUGH NOVEMBER 5, 2012, AND REAPPOINT JOHN PAUL WAGEMANN TO FILL AN UNEXPIRED TERM THROUGH NOVEMBER 5, 2011. SECONDED BY COUNCILMEMBER NEARY. VOICE VOTE WAS TAKEN AND CARRIED UNANIMOUSLY.

Motion No. 2009-56 reappointing Betsy Buck, Chris Finnigan, Kathleen McGoldrick and Phillip Raschke to serve on the Lakewood Arts Commission through October 15, 2012, and appointing Robert Musser to fill an unexpired term through October 15, 2011.
